respectively. In the notice to physicians I thought it best<br />

not to confine myself to a bare notific<strong>at</strong>ion <strong>of</strong> time and place,<br />

but to take advantage <strong>of</strong> the opportunity afforded to urge<br />

upon them the importance in the one case <strong>of</strong> <strong>at</strong>tending the<br />

meeting <strong>of</strong> their County Board and in the other <strong>of</strong> assembling<br />

and organizing a Board in order th<strong>at</strong> they might<br />

exercise the privilege conferred upon them by the St<strong>at</strong>e<br />

selecting their health <strong>of</strong>ficer.<br />

<strong>The</strong> result was verv gr<strong>at</strong>ifving. <strong>The</strong> <strong>at</strong>tendance in the<br />

counties already having Boards was in nearly every instance<br />

much larger and more interest was shown than ever before.<br />

In the other counties sixteen new Boards were organized<br />

and Superintendents <strong>of</strong> Health elected, making the total<br />

number <strong>of</strong> Superintendents eighty-three, as against sixtyseven<br />

before. Although much encouraged your Secretary<br />

was not s<strong>at</strong>isfied, and so sent on September 20th a letter to<br />

the Chairman <strong>of</strong> the Board <strong>of</strong> Commissioners <strong>of</strong> each countv<br />

th<strong>at</strong> had failed to comply with the law urging them to elect<br />

a Superintendent <strong>of</strong> Health.<br />

As a result <strong>of</strong> this five more Superintendents were<br />

elected by the Boards <strong>of</strong> Commissioners, leaving still seven<br />

counties with no legal health <strong>of</strong>ficer. A third letter was<br />

sent to each <strong>of</strong> these Boards and as a result two more<br />

Superintendents were elected, so th<strong>at</strong> <strong>at</strong> present we have a<br />

total <strong>of</strong> 91 counties out <strong>of</strong> 96 with an <strong>of</strong>ficial representing<br />

the sanitary interests <strong>of</strong> the people. <strong>The</strong> counties still<br />

unprovided for in this respect are Camden, Currituck,<br />

Hyde, Pamlico and Washington. It is earnestly hoped<br />

th<strong>at</strong> ere another year rolls around they will take their<br />

proper place in the health procession.<br />

In the Wilmington Messenger <strong>of</strong> September 6th there<br />

appeared a communic<strong>at</strong>ion signed J. H. Sykes, d<strong>at</strong>ed<br />

September 5th, st<strong>at</strong>ing th<strong>at</strong> he had been informed by a<br />
