su[)})ly is iiijule highly s<strong>at</strong>isfactory. <strong>The</strong> filter plant has<br />
been doubled in capacity the past year. <strong>The</strong> isol<strong>at</strong>ion <strong>of</strong><br />
the plant would incline one to the belief th<strong>at</strong> there is danger<br />
<strong>of</strong> its not receiving the <strong>at</strong>tention necessary to insure the best<br />

results.<br />
<strong>The</strong> city has a sewerage system built from plans furnished<br />
by E. W. Bowditch, C.<br />
E., which is apparently complete in<br />
all <strong>of</strong> its parts, except the omission <strong>of</strong> autom<strong>at</strong>ic flush-tanks.<br />
<strong>The</strong> outfalls into the river should be extended a few feet, so<br />
as to discharge into deep w<strong>at</strong>er. As it is, quite an amount<br />
<strong>of</strong> filth is deposited near the outlets <strong>at</strong> certain stages <strong>of</strong> the<br />
w<strong>at</strong>er, and even if it has no deleterious effect on the neighboring<br />
inhabitants, it certainly does not add to the <strong>at</strong>tractiveness<br />
<strong>of</strong> the locality. <strong>The</strong> outfall th<strong>at</strong> empties into the<br />
creek should be extended several hundred feet to the river,<br />
as quite a nuisance is cre<strong>at</strong>ed below the present point <strong>of</strong><br />
discharge, and it is not to be wondered <strong>at</strong> th<strong>at</strong> complaint<br />
has already arisen.<br />
By desire <strong>of</strong> the Mayor I visited the city market, guardroom,<br />
some <strong>of</strong> the school buildings and library; also the<br />
Normal and Collegi<strong>at</strong>e Institute. I am pleased to say th<strong>at</strong><br />
the sanitary arrangements <strong>at</strong> these various places are generally<br />
s<strong>at</strong>isfactory and kept in good condition. <strong>The</strong> County<br />
Home was also visited<br />
with the Superintendent <strong>of</strong> Health.<br />
<strong>The</strong> loc<strong>at</strong>ion, surroundings and general appearance suggested<br />
nothing requiring criticism. <strong>The</strong> jail is a brick<br />
structure <strong>of</strong> the modern type, with the usual sanitary<br />
arrangements. On account <strong>of</strong> the United St<strong>at</strong>es Court being<br />
in session the jail was in a very overcrowded st<strong>at</strong>e,<br />
no less<br />
than ninety-five being confined in quarters intended for<br />
hardly more than one-third <strong>of</strong> th<strong>at</strong> number. <strong>The</strong> cage was<br />
crowded to such an extent tli<strong>at</strong> the victims had literally<br />
standing room only, and the foulness <strong>of</strong> the <strong>at</strong>mosphere and<br />
filthines>; <strong>of</strong> the surroundings are virtually indescribable.
