the Massachusetts St<strong>at</strong>e Board <strong>of</strong> Health have shown to be the kind <strong>of</strong><br />

filter best adapted for the purific<strong>at</strong>ion <strong>of</strong> w<strong>at</strong>er contamin<strong>at</strong>ed with organic<br />

wastes.<br />

Artesian wells—th<strong>at</strong> is, wells deriving their supply from bene<strong>at</strong>h impervious<br />

str<strong>at</strong>a—are <strong>of</strong> such infrequent use in our St<strong>at</strong>e th<strong>at</strong> little need be<br />

said in regard to them. <strong>The</strong>j- generally 3ield a w<strong>at</strong>er reasonabl\- free<br />

from organic contamin<strong>at</strong>ion, but with an excess <strong>of</strong> inorganic impurity.<br />

I do not think it unfair to assume th<strong>at</strong> the majoritj' <strong>of</strong> artesian wells yield<br />

w<strong>at</strong>er th<strong>at</strong> is only considered fit for use because no other th<strong>at</strong> is better can<br />

be had, to sa}- nothing about those th<strong>at</strong> no stretch <strong>of</strong> the imagin<strong>at</strong>ion<br />

could credit with supplying potable w<strong>at</strong>er.<br />

Rain-w<strong>at</strong>er stored in tanks or underground cisterns — preferably- the<br />

l<strong>at</strong>ter—is the most available and s<strong>at</strong>isfactorj- source <strong>of</strong> suppl}' in many<br />

localities, particular!}- where the ground w<strong>at</strong>er is <strong>of</strong> an excessive degree<br />

<strong>of</strong> hardness, and running streams <strong>of</strong> suitable quality are not available.<br />

Rain-w<strong>at</strong>er is the s<strong>of</strong>test n<strong>at</strong>ural w<strong>at</strong>er found, and <strong>at</strong> a distance from<br />

large cities,<br />

or after there has been a sufficient fall to clear the <strong>at</strong>mosphere<br />

<strong>of</strong> the man}- impurities contained therein,<br />

is <strong>of</strong> undoubted purity.<br />

It is not so pal<strong>at</strong>able, however, as spring or river w<strong>at</strong>ers on account <strong>of</strong><br />

its freedom from mineral m<strong>at</strong>ter and lack <strong>of</strong> aer<strong>at</strong>ion, and for this reason<br />

would be considered fl<strong>at</strong> and insipid b}- one accustomed to the w<strong>at</strong>ers<br />

above mentioned. To maintain the n<strong>at</strong>ural standard <strong>of</strong> purity in the<br />

w<strong>at</strong>er it is necessary th<strong>at</strong> the cistern be properly constructed in the first<br />

place, and due care taken to keep it, v.ith its various appliances, iu<br />

good order. It should be built in an accessible place, and convenientl}'<br />

arranged for examin<strong>at</strong>ion and cleansing. <strong>The</strong> custom <strong>of</strong> placing it<br />

under some building cannot be too strongly condemned. <strong>The</strong> pump<br />

should be <strong>at</strong> some distance, so th<strong>at</strong> any waste w<strong>at</strong>er from various household<br />

avoc<strong>at</strong>ions, th<strong>at</strong> are frequently carried on <strong>at</strong> the pump, will not be<br />

likely to get into the cistern through any possible defects in the original<br />

construction. No w<strong>at</strong>er should be admitted to the cistern until the ro<strong>of</strong><br />

has had a thorough washing <strong>of</strong>f, especiall}' after a prolonged season <strong>of</strong><br />

dry we<strong>at</strong>her, and the w<strong>at</strong>er should pass through a suitable filtering<br />

device. It is also considered advisable to store the rain-fall <strong>of</strong> the winter<br />

months only; and with all <strong>of</strong> the precautions above mentioned it is very<br />

desirable th<strong>at</strong> the cistern should have a thorough cleansing each year.<br />

I am aware th<strong>at</strong> the precautions I have outlined are more <strong>of</strong>ten honored<br />

in the breach r<strong>at</strong>her than the observance, but it is only by the frequent<br />

reiter<strong>at</strong>ion <strong>of</strong> sanitary truths th<strong>at</strong> we can get a reasonable amount <strong>of</strong><br />

<strong>at</strong>tention given to them, and it is verj- fortun<strong>at</strong>e th<strong>at</strong> the human organiz<strong>at</strong>ion<br />

is no more susceptible than it is to the insidious <strong>at</strong>tack <strong>of</strong> disease.<br />

I have not touched upon the m<strong>at</strong>ter <strong>of</strong> determining the amount <strong>of</strong><br />

poUutiou in prospective sources <strong>of</strong> suppl\-, as th<strong>at</strong> properly belongs to<br />

the province <strong>of</strong> the w<strong>at</strong>er analyst. I have little confidence in the reli-
