Sec. 29. A contingent fund <strong>of</strong> five thousand dollars is herel)y appropri<strong>at</strong>ed,<br />
subject to the (iovernor'.s warrant, conntersigned and recorded<br />
by the Auditor <strong>of</strong> the St<strong>at</strong>e, to be expended in pursuance <strong>of</strong> the provisions<br />
<strong>of</strong> this act wlien rendered necessary by a visit<strong>at</strong>ion <strong>of</strong> cholera or<br />
any other pestilential disease.<br />
Sec. 30. All previous acts conflicting witli this act, and also all previous<br />
acts <strong>of</strong> appropri<strong>at</strong>ion for the jjublic health, are hereby repealed upon<br />
the passage <strong>of</strong> this act: Frovidt'd, th<strong>at</strong> nothing herein shall oper<strong>at</strong>e as<br />
a repeal or abridgment <strong>of</strong> powers conferred by any special act on any<br />
local Board <strong>of</strong> Health.<br />
Sec. 31. Tli<strong>at</strong> this act shall be in force from and after its r<strong>at</strong>ific<strong>at</strong>ion.<br />
R<strong>at</strong>ified the 1st day <strong>of</strong> March, A. D. <strong>1893</strong>.<br />
On Januaiy 27th letters with new blanks to be used for<br />
monthly reports were sent to all Connt}^ Superintendents<br />
and town reporters.<br />
On March 10th a letter and blank were sent to every<br />
Clerk <strong>of</strong> tlie Superior court in the St<strong>at</strong>e asking for a list <strong>of</strong><br />
all the registered physicians in each county.<br />
On the 28th <strong>of</strong> March a second letter was sent to<br />
thirtyone<br />
Clerks who had not responded to first letter.<br />
On April 4th a letter <strong>of</strong> acknowledgment, together with<br />
a copy <strong>of</strong> the "Laws Regul<strong>at</strong>ing the Practice <strong>of</strong> Medicine<br />
in <strong>North</strong> <strong>Carolina</strong>," was mailed to all Clerks who had sent<br />
in lists.<br />
This letter explained to them the requirements for registr<strong>at</strong>ion,<br />
as the lists showed some illegal registr<strong>at</strong>ions had<br />
been made.<br />
While the administr<strong>at</strong>ion <strong>of</strong><br />
the laws regul<strong>at</strong>ing medical<br />
practice does not come technically within the jurisdiction <strong>of</strong><br />
the Secretary <strong>of</strong> the St<strong>at</strong>e Board <strong>of</strong> Health it has a sufficient<br />
bearing on the health <strong>of</strong> the people, he thinks, to justify his<br />
action in availing himself <strong>of</strong> an opportunity to probably<br />
correct some errors in. the registr<strong>at</strong>ion <strong>of</strong> physicians tr.<strong>at</strong> had
