If,<br />

as was intim<strong>at</strong>ed, the cupidity <strong>of</strong> the sheriff contributed<br />

to bring about this particularly reprehensible st<strong>at</strong>e <strong>of</strong> affairs<br />

it is liigh time th<strong>at</strong> the community should rise in indignant<br />

protest and demand a more humanized and enlightened<br />

service from its <strong>of</strong>ficials. If the Government <strong>of</strong>ficials are<br />

alone responsible, then it is a pity th<strong>at</strong> the much vaunted<br />

"strong arm <strong>of</strong> the law" cannot reach the <strong>of</strong>fender and correct<br />

an abuse th<strong>at</strong> would lead to the indictment <strong>of</strong> the perpetr<strong>at</strong>or<br />

in many parts <strong>of</strong> the country, even if the victims<br />

were nothing but brutes.<br />

I am informed th<strong>at</strong> the ordinary<br />

condition <strong>of</strong> the jail is creditable to the person in charge.<br />

<strong>The</strong> sanitary conveniences <strong>of</strong> the court-house are not a<br />

credit to tlie county.<br />

W<strong>at</strong>er-works owned by a company. Supply taken from<br />

two small streams in the outskirts <strong>of</strong> the city. W<strong>at</strong>er-shed<br />

<strong>of</strong> one is reasonably free from danger <strong>of</strong> pollution, th<strong>at</strong> <strong>of</strong><br />

the other is open to some suspicion. <strong>The</strong> supply becoines<br />

quite turbid <strong>at</strong> times from surface washings in spite <strong>of</strong> precautions<br />

taken to reme.dy the difficulty by separ<strong>at</strong>ion and<br />

sediment<strong>at</strong>ion. A filtr<strong>at</strong>ion plant would seem to be the<br />

best and perhaps the only solution <strong>of</strong> the question <strong>of</strong> a<br />

s<strong>at</strong>isfactory w<strong>at</strong>er supply for this city.<br />

<strong>The</strong> condition here,<br />

however, is no worse than it is in several other cities <strong>of</strong> the<br />

St<strong>at</strong>e. <strong>The</strong> city is well sewered, but some <strong>of</strong> the outlets<br />

should be extended a few hundred feet to deep w<strong>at</strong>er, in<br />

order to ab<strong>at</strong>e a nuisance th<strong>at</strong> exists <strong>at</strong> these outfalls.<br />

<strong>The</strong> close proximity to the city <strong>of</strong> the streams into which<br />

the sewers discharge will recjuire, <strong>at</strong> no distant day, the<br />

construction <strong>of</strong> two intercepting sewers, in order th<strong>at</strong> the<br />

sewage may be carried to a sufficiently remote point before<br />

its final discharge. <strong>The</strong> system is not provided with manholes<br />

to any extent, or with autom<strong>at</strong>ic fiush-tanks, and in
