To this letter the Governor rei:)lied<br />

as follows:<br />

May 1, <strong>1893</strong>.<br />

Dr. Richard H. Lewis, Secretanj X. C. Board <strong>of</strong> Health, Raleigh, N. C<br />

Dear Sir:—Eeplying to j'our kind favor <strong>of</strong> the 1st instant, I would<br />

st<strong>at</strong>e, in accordance with your views and the other members <strong>of</strong> the St<strong>at</strong>e<br />

Board <strong>of</strong> Health, and after viewing the situ<strong>at</strong>ion as it is, th<strong>at</strong>, section 2 <strong>of</strong><br />

the act to amend section 2915 <strong>of</strong> <strong>The</strong> Code as follows : "For the purpose <strong>of</strong><br />

carrying into effect the provisions <strong>of</strong> section 2915 as herein amended the<br />

sum <strong>of</strong> twenty thousand (?20,000) dollars is hereby appropri<strong>at</strong>ed out <strong>of</strong><br />

any moneys in the St<strong>at</strong>e Treasury not otherwise appropri<strong>at</strong>ed, to be paid<br />

from time to time, as required in the prosecution <strong>of</strong> the work, on the<br />

requisition <strong>of</strong> the Treasurer <strong>of</strong> the Quarantine Board and aj)proved by<br />

its President: Provided, th<strong>at</strong> the funds appropri<strong>at</strong>ed by this act shall<br />

not be paid over by the Treasurer until the Governor and St<strong>at</strong>e<br />

Board <strong>of</strong> Health <strong>of</strong> <strong>North</strong> <strong>Carolina</strong> shall certify to the Treasurer th<strong>at</strong><br />

there is imminent danger <strong>of</strong> cholera visiting the city <strong>of</strong> AVilmington or<br />

other sections <strong>of</strong> the St<strong>at</strong>e," makes it my plain duty to inform j^ou th<strong>at</strong><br />

the amount appropri<strong>at</strong>ed ($20,000) is now available, and can be used<br />

in carrying out the pi-ovisions <strong>of</strong> the act.<br />

I immedi<strong>at</strong>ely wired the Secretary <strong>of</strong> the Quarantine<br />

Board <strong>of</strong> AVilmington:<br />

Afterwards I wrote him as i'oilows :<br />

Dr. Geo. G. Thomas, Secretary Board <strong>of</strong> Quarantine, Port <strong>of</strong> Wllmingtoii,<br />

My' dear Doctor:—In compliance with your communic<strong>at</strong>ion <strong>of</strong> the 11th<br />

ult., calling upon the St<strong>at</strong>e Board <strong>of</strong> Health to "take up the question<br />

and consider the advisability <strong>of</strong> making available the appropri<strong>at</strong>ion<br />

made for the port by the last Legisl<strong>at</strong>ure," I addressed a letter setting<br />

forth the facts to each member <strong>of</strong> the Board. Replies from all v>ere<br />

duly received—eight voting in favor and one against complying with the<br />

condition necessar\' to make the appropri<strong>at</strong>ion available.<br />

<strong>The</strong> whole correspondence was laid before his Excellency, the Governor,<br />

<strong>at</strong> the earliest opportunity, and to-day I received his decision.<br />

inclose his letter, w'hich, after submitting it to your Board, you will<br />

please return and oblige.<br />
