• Does the BCA identify the various budget accounts and amounts affected by the various<br />
product support strategies<br />
o Were Cost Analysis Improvement Group (CAIG) concerns addressed<br />
• Has the full range of minimum and maximum essential logistics capabilities (peacetime<br />
to full mobilization requirement) been addressed<br />
o Does the BCA consider operational requirements and DoD guidance for :<br />
• Contractors on the battlefield<br />
• The necessity for the DoD to maintain core logistics capabilities<br />
• The limit on contracting for depot-level maintenance (50/50)<br />
• Synchronization with the <strong>Defense</strong> Transportation System<br />
• Flexibility to support contingencies and surges<br />
• Does the BCA provide a best-value analysis considering factors other than just cost,<br />
such as performance, producibility, reliability, maintainability and supportability<br />
enhancements<br />
