contracts or fixed-price contracts)<br />
• Does the PBL contract include adequate exit criteria should worst-case scenarios arise<br />
regarding contractor inability to continue providing support<br />
• Are the contract period of performance and option years of sufficient length to<br />
incentivize the service provider to make desired investments in infrastructure and<br />
processes to achieve reliability improvements<br />
• Does the contract contain review points and benchmarking agreements to maintain<br />
ongoing value for money<br />
• Is the contract competitively sourced to make maximum use of small, disadvantaged or<br />
service-disabled, veteran-owned businesses<br />
11. Employ Financial Enablers<br />
• Has the PM estimated annual costs based on operational requirements<br />
• Has the PM reviewed funding streams for applicability<br />
• Do the PM and the force provider (customer) agree on a financial management strategy<br />
to assure funds will be available as needed to fund the negotiated PBL agreement<br />
• Has the AFWCF been considered as the vehicle to implement the PBL arrangement<br />
