Description<br />
Describes the activities to ensure that<br />
implemented and fielded software<br />
continues to fully support the<br />
operational mission of the software.<br />
Describes the comprehensive, iterative<br />
technical management process that<br />
includes translating operational<br />
requirements into configured systems,<br />
integrating the technical inputs of the<br />
entire design team, managing<br />
interfaces, characterizing and managing<br />
technical risks, transitioning technology<br />
from the technology base into program<br />
specific efforts, and verifying that<br />
designs meet operational needs. It<br />
addresses life-cycle activities using a<br />
concurrent approach to product and<br />
process development as well as<br />
sustainment.<br />
Identifies the resources required to<br />
establish and maintain an effective<br />
training program throughout the<br />
acquisition life cycle. It controls<br />
planning for meeting the training<br />
requirements and identifies personnel<br />
required to install, operate, maintain, or<br />
to otherwise use the system.<br />
Provides management policy, assigns<br />
responsibilities, defines terminology<br />
and specifies procedures for the<br />
system’s TO <strong>Acquisition</strong> Program. This<br />
plan provides basic instructions for<br />
development, contractor Quality<br />
Assurance (QA), verification and<br />
formalization of TOs during the<br />
program acquisition phase, and<br />
maintenance of the TOs after<br />
formalization. The TOMP is an<br />
important management tool which is<br />
mandatory for major programs and<br />
should be considered for all programs.<br />
