D-3. Product Support Management<br />

The PM is responsible for developing a framework for capability-based acquisition and integrated<br />

product support planning. The framework allows the PM to demonstrate the inter-relationship<br />

between acquisition and sustainment by defining a plan that addresses a life-cycle product support<br />

strategy showing how that will satisfy the warfighter needs at best value.<br />

Evaluation Criteria<br />

1. Product Support Management Planning<br />

• Are product support management functions effectively integrated within<br />

the program office organization to address all sustainment elements<br />

adequately<br />

• Are product support functions logically organized with clear delineation<br />

of roles and responsibilities, including those performed by subcontractors<br />

and vendors<br />

• Is the product support activity responsible for definition and<br />

establishment of the system/equipment logistics/supportability technical,<br />

program, schedule, and cost requirements<br />

• Does a single individual have full responsibility for all product support<br />

activities of the program, including those of subcontractors and vendors<br />

• Are product support activities an integral part of the appropriate IPTs and<br />

do those IPTs meet with sufficient regularity to address logistics issues<br />

effectively<br />

• Is the “Support Concept” section of the LCMP developed, updated, and<br />

implemented<br />

• Was market analysis conducted to identify available systems and product<br />

support capabilities (public and private) Does it define opportunities for<br />

achieving support objectives through design and product support<br />

strategies<br />
