H. <strong>ILA</strong> Meetings and Presentations<br />

H.1 As noted in Section 5, it is critical that meetings and presentations be conducted to ensure<br />

all individuals participating in the <strong>ILA</strong> understand the process. These presentations offer the<br />

PM an opportunity to educate the <strong>ILA</strong> team on the program and to receive information from<br />

the <strong>ILA</strong> team during the course of the assessment. A discussion of the expected meetings and<br />

presentations is provided here to ensure standardization of <strong>ILA</strong> reporting.<br />

H.2 Pre-Assessment Meeting.<br />

The pre-assessment meeting is conducted to establish coordination/planning among<br />

the team leader, PM, and logistics manager. The following issues should be addressed:<br />

• Confirm the responsibilities of the PO, team leader and team members,<br />

• Confirm the purpose and scope of the review,<br />

• Discuss specific review procedures,<br />

• Coordinate the availability and location of product support and program<br />

documentation (a listing of available documents should be prepared before the <strong>ILA</strong> for<br />

distribution to team members at the pre-brief),<br />

• Clarify specific <strong>ILA</strong> schedule of events/agenda,<br />

• Identify the location of all assessment activities,<br />

• Identify and determine availability of PO personnel to respond to <strong>ILA</strong> team member<br />

questions,<br />

• Necessary security requirements and arrangements, including access to classified<br />

material,<br />

• Conduct of the assessment,<br />

• Issuance of draft and final reports and coordination procedures,<br />

• Post-review procedures to include follow-up on identified issues (as required), and<br />

• Issuance of a certification statement reflecting the results of the assessment.<br />

H.3 Opening Brief.<br />

The opening brief provides the <strong>ILA</strong> team with a foundation of information regarding<br />

program background, its current status, logistics structure and a review of what to expect<br />

during the assessment. It is important to recognize that <strong>ILA</strong> team members may not be<br />

familiar with the subject program, and the opening brief is the best opportunity to provide the<br />

<strong>ILA</strong> team with a basic understanding of the program and provide the necessary background<br />

information to place the program in its proper context. The opening brief consists of the<br />

following:<br />

H.3.1 Program overview (presented by the PM or Deputy PM):<br />

o <strong>Acquisition</strong> Program Baseline (APB) to include status of KPPs and KSAs and<br />

Program Risk assessment,<br />

o A general description of the system (physical as well as functional),<br />

o System interfaces,<br />

o The planned operational use of the system,<br />

o Support strategy (including unique considerations and performance requirements),<br />
