and Criticality Analysis (FMECA); special test equipment identification and development<br />

of the embedded and on-board training capabilities. The questions contained within Table<br />

D-6, Sustainment Elements of IMP/IMS of Appendix D, will help the <strong>ILA</strong> team assess<br />

the inclusion of specific sustainment elements within the IMP/IMS.<br />

G.8 Assess Sustainment Elements.<br />

A product support strategy is built around the sustainment elements to integrate the<br />

acquisition and sustainment phases of a weapon system throughout its life cycle. <strong>ILA</strong> team<br />

members will review the primary supporting documentation for each sustainment element to<br />

ensure logistics requirements are further detailed and required analyses have been performed.<br />

This should include a review of the funding strategy and funding documents to ensure funding<br />

requirements for each sustainment element are appropriately identified and that funding is<br />

available and shortfalls identified. The <strong>ILA</strong> team members will ensure that each sustainment<br />

element is funded in the year funding is contractually required to produce the end item per the<br />

IMP. The questions in Tables D-7 through D-16 of Appendix D provide the <strong>ILA</strong> team a<br />

methodology for a detailed assessment of all required logistic support elements.<br />

G.9 Assess Ability to Meet Performance Requirements.<br />

<strong>ILA</strong> team members will assess each of the sustainment elements to determine if the<br />

performance agreements, specified supportability KPPs and critical system parameters in the<br />

capabilities documents can be met from a supportability perspective. Depending on program<br />

phase, the information required to perform this assessment can generally be found in RAM<br />

models and predictions, development and operational test information documents, RAM/BIT<br />

requirements in the contract/statement of work, RAM analyses and test results, and in AF<br />

sponsored tests, etc.<br />

G.9.1 If the RAM KPPs and critical system parameters of the ICD/CDD/CPD are not<br />

met, then the product support and sustainment areas must be reassessed to determine<br />

what impact the lower RAM numbers will have on the supportability of the system. For<br />

instance, if the actual reliability number does not meet the threshold in the CDD and<br />

spares are being reviewed, then the calculated requirements for spares may be incorrect<br />

and require adjustment, or the manpower analysis may be inaccurate since it does not<br />

account for the higher failure rate and longer repair times. If there is an impact, assess<br />

risk to the program and document a finding. Appendix A contains a cross reference of<br />

typical reliability measures and their relationship to the product support and sustainment<br />

planning factors and should be used as a guide to determine if there is any impact to a<br />

particular sustainment element.<br />

G.10 Determine and Document Results of Assessment.<br />

The <strong>ILA</strong> team will document the program’s risks and issues in an <strong>ILA</strong> report. They will<br />

rate the product support planning and implementation using the metrics provided in Section 5.<br />

The assessment will provide a rating for each sustainment element as well as an overall Product<br />

Support Planning and Implementation certification recommendation for the program.<br />
