Results: Coverage (10) • The evidence from the Functional assessment however shows that not all midwives functioning in HCs have these technical skills and, not all offer women-friendly care. • Efforts to increased coverage of births by a trained provider – a midwife, must include strengthening the “enabling environment” and increasing the competencies of the current midwives, so that more women will use midwives in HC. • Studies from many parts of the world show there is a direct positive correlation between births by a formally trained (skilled) healthcare provider and ANC. The same has been found in Cambodia. Efforts should therefore be strengthened to increase ANC coverage, in particular in HCs. 21 Results: Competency (1) • Three tools for the functional assessment were developed: – Self-assessment of clinical competencies (tool 1) – Knowledge assessment (tool 2) – Observed assessment of clinical skills (tool 4) • 185 Midwives, both PMWs and SMWs, were assessed with tool 1 in RHs and HCs in five randomly selected ODs (Oudong, Preah Sdach, Sampeou Loun, Preah Net Preah, Angkor Chum, Stong) and in Rattanakiri, Kratie and later in Phnom Penh and sub-sample of 58 midwives was further assessed using tools 2 and 4. 22 11
