Joint Annual Performance Review 2007 - Ministry of Health

FOREWORD
The Joint Annual Performance Review (JAPR) 2007 was held at the Cambodiana Hotel in
Phnom Penh, on 5-7 March 2007. This was the third JAPR, combining the 5 th Joint Annual
Health Sector Review and the 28 th National Health Congress, with more than 400 participants
contributing to this crucial event.
The JAPR serves as the forum to assess achievements of the previous year, to examine the
constraints in implementation of the Health Strategic Plan 2003-2007, and to identify
priorities for the coming year. The JAPR 2007 brings together, in an inclusive and
harmonized manner, the main stakeholders in the health sector, from the central officials to
provincial health staff, representatives of commune council, as well as health partners – the
donors and NGO community. The six Working Groups of the HSP contributed to the
assessment of the health situation from the perspective of the different key areas of work.
More significantly, this year, the priority actions for the AOP 2008 were identified to serve as
the focus of effort to make a significant impact in saving the lives of mothers, newborns and
young children in Cambodia, especially the poor.
Based on the results of the review, we are confident that with support and determined effort
from everyone, from health officials at all levels, commune councils and all the health
partners, including NGOs, we will continue to make significant progress toward the goals laid
out in the Health Strategic Plan 2003-2007 and the National Strategic Development Plan
2007-2010.
