IV-Priorities In order to having midwife staff for the health services, the primary training program could address the MoH staff shortage but it is not quite sure that the reduction of MMR and IMR in Cambodia could be solved. Based on the experience from the previous batches of the North East provinces, the selection of students who have no high school diploma has created a lot of difficulty in the teaching and learning activities. It is suggested that the selection criteria should be revised for the quality of teaching and learning In addition, the survey from the Midwifery Team Mission shown that the skills and knowledge of midwifery staff at the health services is still limited. Therefore, efforts should be focused on the improving the quality of services of midwifery staff as well as the quality of midwifery graduates. To maintaining and controlling the quality of training for health in both public and private training institutions, the standards on training/QAP should be developed as annexes of the sub decree on training for health. V-Conclusion The shortage of midwifery staff remain problem for the MoH. The two strategies, provision of midwifery skills to existing staff and increase the number of midwives, are first priority for all stake holders. This could be done through close collaboration, sharing resources with the endorsement from the top MoH and health development partners. - 54 -
