on achieving economical goal. Improving health status of population is an important
component of increasing production which is strongly required for economic growth and
development and is also the foundation for poverty reduction. In deed, unwell health
determines the aspect of poverty and is worsening factor that make poverty gradually worsen.
Therefore, the Royal Government of Cambodia gives priority to health sector to reflect the
political commitment of the Royal Government towards humanity development by 2015.
Macro economic supporting policies of the Royal Government allow rapid economic growth
during the past 10 years. Benefit that the health sector received from economical growth is the
increased annual national budget allocation for health sector, hence the expanses of health
budget, even though national and other available sources effectively and efficiently by all
health institutions and facilities, at national; provincial, operational district; referral hospital;
and health center for insuring the improvement of health status of people. That is an effective
and efficient investment. Similarly, I would like to remind all of you, Excellencies; Lork
Chomteav; Ladies and Gentlemen, that good governance is the center of the rectangular
strategy of the government. Therefore, it is imperative to continue strengthening good
governance of health system by focusing on equity; effectiveness and efficiency; quality and
full responsibility. With all of these in place, I strongly believe that progress made in the
context of public financial management and public administrative reform of the Royal
Government of Cambodia will essentially contribute to effective good governance in health
sector.

− National and International Guests; and
− Members of the congress;
I strongly believe that based on the common vision of poverty reduction and in the
context of implementing National Strategic Development Plan 2006-2010 of the Royal
Government of Cambodia, the health sector will continue to implement its mission in
improving health and well being of all Cambodia people, especially mother and children and
the poor which is an important contribution to achieve Cambodia Millennium Development
Goal by the year 2015.
Finally, I would like to I would like to wish Excellencies; Lork Chomteav; and all members
of the Congress the five Buddhist blessings: longevity, peace, health, strength and wisdom. On behalf
of the honorees, I would like to declare the 28th National Health Congress and the 5th Joint
Annual Health Performance Review 2007 open!
