Secretary <strong>of</strong> State Cordell Hull opposed German participation in the conference<br />

due to his belief that a unified international position and solution was preferable to direct<br />

negotiations with the nation that was primarily responsible for the refugee crisis in the<br />

first place. Portugal was not invited although its African colonies, Angola and<br />

Mozambique, were later regarded as potential sites <strong>of</strong> resettlement. Ireland sent delegates<br />

although it too was not formally invited. 148 <strong>The</strong> Soviet Ambassador to the United States,<br />

Alexander Troyanovsky, viewed the conclave suspiciously, as a Western means to<br />

support Trotskyites hostile to the Communist regime. 149 <strong>The</strong> League <strong>of</strong> Nations High<br />

Commissioner for German Refugees Sir Neill Malcolm was also in attendance. A variety<br />

<strong>of</strong> Christian, socialist and liberal humanitarian groups were present along with at least<br />

one hundred journalists and a number <strong>of</strong> political, scientific and artistic notables such as<br />

Pablo Casals, the Italian historian Ferrero, and the exiled Italian politicians Nenni and<br />

Spora, the chair <strong>of</strong> the Pan-European Alliance and Count Condenhove-Kalergi. 150<br />

A number <strong>of</strong> nations were excluded from the meeting and included Poland,<br />

Hungary, Rumania, Yugoslavia, Greece, Turkey and Spain. Italy was invited but<br />
