German “initiative” no longer determined foreign emigration policies because there<br />

existed among the attendees an “extensive aversion” to admit <strong>Jewish</strong> refugees, either due<br />

to “social considerations” or reflective <strong>of</strong> an “unexpressed racial abhorrence.” Future<br />

German emigration policies were now greatly influenced by the actions <strong>of</strong> the IGCR but<br />

since the Reich rejected any outside interference in domestic internal affairs and had<br />

already refused to allow Jews to increase the amount <strong>of</strong> capital removed from the country<br />

it was to be expected that over time the rate and numbers <strong>of</strong> Jews emigrating from<br />

Germany would progressively diminish. Thus, until the IGCR was operative it was<br />

“urgent” for the Government to persuade “as many Jews to emigrate under existing<br />

conditions.” However, it was crucial that sufficient foreign currency be provided to<br />

facilitate this migration. 144<br />

Germany could not believe and mocked FDR’s “appeal to the nature <strong>of</strong> the<br />

world as long as the United States maintains racial quotas for immigrants.” 145 “We see<br />

that one likes to pity the Jews as long as one can use this pity for a wicked agitation<br />

against Germany, but that no state is prepared to fight the cultural disgrace <strong>of</strong> central<br />

Europe by accepting a few thousand Jews. Thus, the conference serves to justify<br />

Germany’s policy against Jewry.” 146<br />
