the sight <strong>of</strong> Jews and Aryans, Liberals and Communists—whether they were pr<strong>of</strong>essors,<br />

traders, politicians, students, authors and priests—streaming out <strong>of</strong> Germany.” 71<br />

political and social reality had been created.<br />

Time, some believed, was working against the resettlement <strong>of</strong> large numbers <strong>of</strong><br />

Jews and a “catastrophe” could only be averted by the Reich taking positive actions that<br />

would assist resettlement. 72 Some papers warned that the forced emigration <strong>of</strong> Jews,<br />

especially those deprived <strong>of</strong> adequate funds, would foster the spread <strong>of</strong> anti-Semitism<br />

within the receiving countries. No state, it was argued, could absorb <strong>Jewish</strong> refugees<br />

without generating the “same kind <strong>of</strong> prejudice” that had led to such “extreme measures”<br />

within Germany. 73 Some attempted to place the roots <strong>of</strong> anti-Semitism within Jewry<br />

itself. <strong>The</strong> “victims” <strong>of</strong> Nazi persecution “were not so blameless as it was first thought.”<br />

Although acting in a fashion “contrary to ethical principles,” the Germans were<br />

<strong>com</strong>pelled to take steps that would counter the perceived <strong>Jewish</strong> dominance <strong>of</strong> the<br />
