BACKGROUND:
On June 5, 2012 bids were opened for the rehabilitation of Dorchester Road and Revere Lane. This
work consists of the removal of the pavement and curb and gutter on Revere Lane. Dorchester Road
will be widened to a standard Village width and curb and gutter will be added. The drainage will be
updated and or replaced on both streets.
KEY ISSUES:
• Seven (7) bids were submitted ranging from $480,613.20 to a high of $608,221.45.
• The low responsive and responsible bid was submitted by A Lamp Concrete Contractors,
Incorporated of Schaumburg, Illinois in the amount of $480,613.20. The engineer's estimate
was $502,868.90.
• $332,000 was budgeted for Revere and $31,134 for Dorchester. The total bid exceeds the
original budget by $117,479.
• After the budget was adopted, Revere was identified as needing far more reconstruction than
originally anticipated. Our total road maintenance program this year has come in well under
budget and a portion of the already achieved savings will be allocated to fund the gap in this bid.
• Construction observation will be completed by the Department of Engineering.
ALTERNATIVES:
1. Award the contract to A Lamp Concrete Contractors, Inc., in the amount of $480,613.20.
2. Award the contract to another bidder.
3. Refer back to Staff with comments.
RECOMMENDATION:
It is recommended that the contract be awarded to A Lamp Concrete Contractors, Incorporated in the
amount of $480,613.20.
BUDGET IMPACT:
Funding for this project is appropriated in the CY 2012 budget using both MFT funds and Capital
improvement funds. The break out in funding is as follows;
• $341,000 of MFT funds
• $139,613 of Capital funds
