DEFINITIONS AND KEY TERMSIntegrated development planning _ The Integrated Development Plan (IDP) of the local municipality is a strategic tooldesigned to bring together <strong>and</strong> to harmonize individual plans of the municipal departments. The plan should guide all futuredevelopment of the municipality by setting priorities, allocating resources <strong>and</strong> defining time frames <strong>and</strong> indicators.IDP is a process by which municipalities prepare 5-year strategic plans that are reviewed annually in consultation withcommunities <strong>and</strong> stakeholders. These plans adopt an implementation approach <strong>and</strong> seek to promote integration bybalancing social, economic <strong>and</strong> ecological pillars of sustainability without compromising the institutional capacity requiredin the implementation, <strong>and</strong> by coordinating actions across sectors <strong>and</strong> spheres of government.<strong>Municipality</strong> _ A municipality is defined in the Municipal Systems Act 32 of <strong>20</strong>00 as an organ of state within the local sphereof government. It exercises legislative <strong>and</strong> executive authority within boundaries as determined by the Demarcation Board(Demarcation Act 1998)Sustainable development _ Sustainable development is development that “... meets the needs of the present withoutcompromising the ability of future generations to meet their own needs.” (Beckenstein et al, 1996:9.)District municipality _ means a municipality that has municipal executive <strong>and</strong> legislative authority in an area that includesmore than one municipality, <strong>and</strong> which is described in section 155(1) of the <strong>Co</strong>nstitution as a category C municipality.Financial year _ means the period starting from 1 July in a year to 30 June the next year;<strong>Local</strong> community _ in relation to a municipality— (a) means that body of persons comprising— (i) the residents of themunicipality; (ii) the ratepayers of the municipality; (iii) any civic organisations <strong>and</strong> non-governmental, private sector orlabour organisations or bodies which are involved in local affairs within the municipality; <strong>and</strong> (iv) visitors <strong>and</strong> other peopleresiding outside the municipality who, because of their presence in the municipality, make use of services or facilitiesprovided by the municipality; <strong>and</strong> (b) includes, more specifically, the poor <strong>and</strong> other disadvantaged sections of such body ofpersonsMunicipal council _ or ‘‘council’’ means a municipal council referred to in section 18 of the Municipal Structures Act;‘‘municipal manager’’ means a person appointed in terms of section 82 of the Municipal Structures Act.<strong>Co</strong>uncillor _ means a member of a municipal council:MEC for local government _ means the member of the Executive <strong>Co</strong>uncil of a province responsible for local government inthe province:Basic municipal services _ means a municipal service that is necessary m ensure an acceptable <strong>and</strong> reason~ble quality oflife <strong>and</strong>, if not provided, would endanger public health or safety or [he environment;Service authority _ means the power of a municipality to regulate the provision of a municipal service by a serviceprovider;Budget-related policy _ means a policy of a municipality affecting or affected by the annual budget of the municipality,including— (a) the tariffs policy which the municipality must adopt in terms of section 74 of the Municipal Systems Act; (b)the rates policy which the municipality must adopt in terms of legislation regulating municipal property rates; or (c) thecredit control <strong>and</strong> debt collection policy which the municipality must adopt in terms of section 96 of the Municipal SystemsAct;Mayor _ in relation to— (a) a municipality with an executive mayor, means the councillor elected as the executive mayor ofthe municipality in terms of section 55 of the Municipal Structures Act; or (b) a municipality with an executive committee,means the councillor elected as the mayor of the municipality in terms of section 48 of that Act;Official _ in relation to a municipality or municipal entity, means— (a) an employee of a municipality or municipal entity; (b)a person seconded to a municipality or municipal entity to work as a member of the staff of the municipality or municipalentity; or (c) a person contracted by a municipality or municipal entity to work as a member of the staff of the municipalityor municipal entity otherwise than as an employee;NKLM Integrated Development Plan <strong>20</strong>12_<strong>20</strong>13 12
