SDF & LUMSAll municipalities are by law required to prepare integrated development plans, which should include a Spatial DevelopmentFramework. A Spatial development Framework is a strategic <strong>and</strong> indicative in nature <strong>and</strong> is prepared at a broad scale. It is meantto guide <strong>and</strong> inform l<strong>and</strong> development <strong>and</strong> management. It should contain the following components: Policy for l<strong>and</strong> use <strong>and</strong> development Guidelines for l<strong>and</strong> use management A capital expenditure framework showing whre the municipality intends spending its capital budget, <strong>and</strong> A strategic environmental assessment.The <strong>Nkomazi</strong> <strong>Municipality</strong> have developed its L<strong>and</strong> Use Management Scheme [LUMS], which incorporates the detailed forwardplanning component currently accommodated in the SDF, <strong>and</strong> which also prescribes procedures for the amendment of thescheme zones <strong>and</strong> maps by the public, the purpose of the will be enhanced on a detailed level.The Municipal SDF, as part of the IDPThe purpose of the <strong>Nkomazi</strong> SDF is seen to be exactly what it was intended – a broad <strong>and</strong> indicative guide that spatially reflectsthe development vision <strong>and</strong> objectives of the municipality. Because the SDF does not contain detail proposals but broaderobjectives, it will not be revised annually, but will guide IDP decision-taking over a number of years. It is expected that revisionthereof will only be necessary when there is a shift in the development vision <strong>and</strong> objectives of the <strong>Municipality</strong>.The Municipal L<strong>and</strong> Use Management SchemeThe LUMS will provide a detailed, property-bound guideline to assist investment decisions by the <strong>Municipality</strong>. It will functionthrough the development of zones that contain detail regulations with regards to compatible l<strong>and</strong> uses <strong>and</strong> bulk of developmentin certain dermacated areas the scheme also incorporated policy statements with regards to certain developments such as homeoffices, Taverns <strong>and</strong> others.Due to the fact that the scheme must give effect to the Municipal SDF <strong>and</strong> the SDF undergoes a major change, the change shouldreflect through to the scheme. Such an amendment is affected by the <strong>Municipality</strong> through the application procedures prescribedby the scheme it self.Briefly, the scheme has the following purpose: It gives effect to the municipal SDF by translating the SDF on a detail level to assist decision taking <strong>and</strong> theinterpretation of the SDF, It develops <strong>and</strong> guides the implementation of large-scale public sector projects <strong>and</strong> investments, It regulates the form <strong>and</strong> nature of development in a locality, It allocates <strong>and</strong> reserves l<strong>and</strong> for municipal, public <strong>and</strong> social purposes, It promotes environmental conservationprotectionSpatial Development FrameworkThe <strong>Nkomazi</strong> <strong>Local</strong> <strong>Municipality</strong>’s SDF is a spatial representation of the municipality’s general development objectives. Itprovides the basic guidelines that promote the application of development principles for spatial development <strong>and</strong> planning thatencourages sustainability, integration, equality, efficiency <strong>and</strong> fair <strong>and</strong> good governance.The <strong>Nkomazi</strong> <strong>Local</strong> <strong>Municipality</strong>’s SDF does not discard existing l<strong>and</strong> rights but intends to guide future l<strong>and</strong> uses. The proposalsin this SDF do not grant any l<strong>and</strong> use right <strong>and</strong> does not exempt anyone from his or her obligation in terms of any other act thatcontrols or regulates the use of l<strong>and</strong>.This Spatial Development Framework for <strong>Nkomazi</strong> should not be seen as the definitive guide to development in the area, butrather as a document that guides decision-making, growth <strong>and</strong> development.
