This vision <strong>and</strong> mission is based on thefollowing challenges that are to be addressed by the municipality <strong>and</strong> its key social <strong>and</strong> economic partners:1. Economic growth <strong>and</strong> development2. Employment creation (job)3. Poverty eradication (alleviation) <strong>and</strong> equitable distribution of wealth4. Sustainable utilisation of resources.The following five (5) key pillars, as building blocks for economic development <strong>and</strong> competitiveness within the municipality, havebeen identified by the strategy. These are1. SMME development <strong>and</strong> support;2. Targeted infrastructure development3. Investment planning <strong>and</strong> promotion4. Institutional arrangements <strong>and</strong> capacity development5. Targeted economic development <strong>and</strong> support14.1. Unemployment RateDue to the fact that <strong>Nkomazi</strong> municipality is mostly a rural municipality, the municipality suffers from a high rate of unemployment asit is struggling to attract investments. Other factors contributing to the high employment rate is the shortage of skills <strong>and</strong> illiteracyrates. As it is generally applicable throughout the country, unemployment is at the heart of poverty within the municipality <strong>and</strong> thefight against poverty should begin with addressing the unemployment challenges as well as the manner in which local citizens relateto the economy.The latest official statistical information suggests that unemployment rate has been on a downward trend. In <strong>20</strong>03 the unemploymentrate of males stood at an estimated 29% <strong>and</strong> 47% for the females, collectively contributing 37% to the total unemployment rate ofNKLM Integrated Development Plan <strong>20</strong>12_<strong>20</strong>13 80
