SECTION A1. EXECUTIVE SUMMARYIn terms of the <strong>Local</strong> Government: Municipal Systems Act (Act 32 of <strong>20</strong>00), Section 25(1) each Municipal council must,within a prescribed period after the start of its elected term, adopt a single, inclusive <strong>and</strong> strategic plan for the developmentof the municipality which, inter alia, links, integrates <strong>and</strong> co-ordinates plans <strong>and</strong> takes into account proposals for thedevelopment of the municipality <strong>and</strong> aligns the resources <strong>and</strong> capacity of the municipality. As far as the status of the IDP isconcerned, section 35 of the act clearly states that an integrated development plan adopted by the council of a municipalityis the principal strategic planning instrument, which guides <strong>and</strong> informs all planning <strong>and</strong> development, <strong>and</strong> all decisionswith regard to planning, management <strong>and</strong> development in the municipality. It binds the municipality in the exercise of itsexecutive authority, except to the extent of any inconsistency between a municipality’s integrated development plan <strong>and</strong>national or provincial legislation, in which case such legislation prevails. Section 36 furthermore stipulates that amunicipality must give effect to its integrated development plan <strong>and</strong> conduct its affairs in a manner which is consistent withits integrated development plan.Section 34 of the act provides for the annual review of the IDP in accordance with an assessment of its performancemeasurements <strong>and</strong> to the extent that changing circumstances so dem<strong>and</strong>s. This document is a <strong>20</strong>12/<strong>20</strong>13 IDP for the<strong>Nkomazi</strong> local municipality. The strategic objectives <strong>and</strong> targets contained in this document were reached subsequent toextensive systematic <strong>and</strong> structured internal <strong>and</strong> external consultation through various public participation mechanismswith the community <strong>and</strong> stakeholders within the <strong>Nkomazi</strong> <strong>Local</strong> Municipal area of jurisdiction.An IDP is one of the key tools for <strong>Local</strong> Government to cope with its new developmental role. Furthermore it seeks tofacilitate strategic decisions on issues of Municipal Budgets for the following Key Performance Areas: Basic Service Delivery– (Infrastructure <strong>and</strong> <strong>Co</strong>mmunity Services) <strong>Local</strong> Economic Development <strong>and</strong> Municipal Transformation <strong>and</strong> OrganizationalDevelopment, Municipal Financial Viability <strong>and</strong> Management. The Municipal Systems Act which provides a framework forthe preparation of IDPs recommends that once in place, each IDP must be reviewed annually to re-assess <strong>and</strong> re-evaluateMunicipal’s development priorities <strong>and</strong> challenges <strong>and</strong> to accommodate new developments in local government processes.The <strong>Nkomazi</strong> <strong>Local</strong> <strong>Municipality</strong> has drafted its IDP in concideration of the ten [10] critical services which include thefollowing:- Municipal roads <strong>and</strong> storm water management; Electricity reticulation; Portable water; Sanitation; Cemeteries;Refuse removal, refuse dumps <strong>and</strong> solid waste; Traffic <strong>and</strong> parking, <strong>Local</strong> sports <strong>and</strong> recreational facilities; FirefightingOutlineSection 153 of the Republic of South Africa <strong>Co</strong>nstitution [Act 108 of 1996] makes provision with regards to developmentalduties of municipalities that a <strong>Municipality</strong> must:(a) Structure <strong>and</strong> manage its administration <strong>and</strong> budgeting <strong>and</strong> planning processes to give priority to the basicneeds of the community, <strong>and</strong> to promote the social <strong>and</strong> economic development of the community; <strong>and</strong>(b) Participate in national <strong>and</strong> provincial development programmesThe following sets out the Integrated Development Planning of the <strong>Nkomazi</strong> <strong>Local</strong> <strong>Municipality</strong> which governs all planningas obligated by the above Section 153 of Act No. 108 of 19962.
