ORGANISATIONAL PERFOMANCE SYSTEMPMS1) Organisational Performance Management SystemPerformance Management System Policy/ Framework was adopted by <strong>Co</strong>uncil on the 27 May <strong>20</strong>10(<strong>Co</strong>uncilResolution no. NKM: GCM: A039/<strong>20</strong>10), this was the first review since <strong>20</strong>06. The performance managementsystem is implemented to section 57 managers but the municipality has a plan of cascading to all employees in thenear future.oPerformance Management ModelThe <strong>Nkomazi</strong> <strong>Local</strong> <strong>Municipality</strong> has adopted the balanced scorecard as its performance management model. TheBalanced scorecard fully integrates with the IDP as the IDP provides the basic framework of performanceexpectations. It is a proven tool that creates synergy <strong>and</strong> enables alignment of priorities <strong>and</strong> coherent reporting.o Performance Agreement <strong>20</strong>11/12<strong>Nkomazi</strong> <strong>Local</strong> <strong>Municipality</strong> section 57 managers have entered into Performance Agreement with the municipality forthe financial year <strong>20</strong>11/12. This is in line with the MSA of <strong>20</strong>00 <strong>and</strong> performance regulations. PerformanceAgreements for <strong>20</strong>11/<strong>20</strong>12 adopted by council on the 29 June <strong>20</strong>11(<strong>Co</strong>uncil Resolution no.NKM: S-GCM:A056/<strong>20</strong>11)oSchedule for performance reporting <strong>and</strong> reviewingThe performance reporting is conducted on the monthly basis <strong>and</strong> which informs a quarterly reporting.
