IDP process overview9.6.1. Preparation Phase- Planning ProcessThe municipality had prepared a process plan which outlines all the steps to be followed when developing the IDP. Themunicipal process plan is aligned with the district framework plan as required by the Municipal Systems Act. The processplan was adopted by council on the 25th of August <strong>20</strong>11 with council resolution no. NKM: S-GCM: A057/<strong>20</strong>11 . The <strong>20</strong>12/13planning process entails the following key features (activities) towards the revision of the Integrated Development Plan:9.6.2. Framework Programme with TimeframePhase 1: this phase comprises the involvement of communities <strong>and</strong> stakeholders at large to ensure that the decisions arebased on peoples’ priority needs <strong>and</strong> problems <strong>and</strong> on a profound underst<strong>and</strong>ing of the dynamics influencing the developmentin a municipal area. Institutionally this phase assisted the municipality to acquire knowledge on available <strong>and</strong> accessibleresources. This phase was completed in October <strong>20</strong>11.Phase 2: this phase comprises consideration of strategies associated with each of the priority issues as identified in phase 2. Abroad inter-sectoral dialogue was employed with regard to the most appropriate ways <strong>and</strong> means of tackling priority issuesunder consideration of policy guidelines <strong>and</strong> principles, available resources, inter linkages, competing requirements <strong>and</strong>anagreed vision. This phase was completed in December <strong>20</strong>11Phase 3: in this phase project task team were appointed by the sterring committee <strong>and</strong> tasked with a responsibility of workingout project proposals in line with the strategies <strong>and</strong> priority issues <strong>and</strong> where necessary additional information on projectdetails were obtained. This phase will ensure a smooth planning/ delivery link by providing an opportunity for a detailed <strong>and</strong>concrete project planning process done by project task teams of professionals <strong>and</strong> relevant stakeholders who provide proposalwith tentative target figures, technical st<strong>and</strong>ards, locations, time frames <strong>and</strong> cost estimates. This phase was completed inJanuary <strong>20</strong>12Phase 4: the project team will then focus on the confirmation of the integration components of the IDP. This phase ensuredthat the results of project planning were checked for their compliance with the vision; objectives, strategies <strong>and</strong> resources <strong>and</strong>that they are harmonized. The draft <strong>20</strong>12/<strong>20</strong>13 IDP document of the municipality was also completed in January <strong>20</strong>12Phase 5: the <strong>20</strong>12/<strong>20</strong>13 Draft IDP was adopded by council on the 28 th of February <strong>20</strong>12. After 14 days of adoption themunicipality gave notice to the public of the adopted IDP in terms of the regulations of the systems act.NKLM Integrated Development Plan <strong>20</strong>12_<strong>20</strong>13 48
