Accelerated <strong>and</strong> Shared Growth Initiative for South AfricaThe Accelerated <strong>and</strong> Shared Growth Initiative of South Africa (AsgiSA) is a national strategy that seeks to halve poverty <strong>and</strong>unemployment by <strong>20</strong>14 through the steady improvement in the economy’s performance <strong>and</strong> job creation capacity.In compliance with the national targets <strong>and</strong> interventions outlined in the AsgiSA, the <strong>Nkomazi</strong> <strong>Local</strong> <strong>Municipality</strong> through itsIDP will support the following objectives:oooooTo improve the availability <strong>and</strong> reliability of infrastructure services;To promote <strong>and</strong> facilitate private sector investment in its area of jurisdiction;To raise the level of skills in areas needed by the economy through education <strong>and</strong> skills development programmes;To eliminate deep-seated inequalities of the past by targeting the marginalized <strong>and</strong> poor by leveraging the FirstEconomy to address the Second economy;To improve in institutional planning <strong>and</strong> project development, implementation <strong>and</strong> maintenance capacities throughskills development.9.2.7. Millennium Development GoalsSouth Africa is guided by international protocols <strong>and</strong> agreements as it has adopted the Millennium Declaration, which equallyguides planning across the three spheres of government. The <strong>Nkomazi</strong> IDP, through its various programmes has attempted tocomply with the following eight Millennium Development Goals: Goal 1: Eradicate extreme poverty <strong>and</strong> hunger,Goal 2: Achieve universal primary education;Goal 3: Promote gender equity <strong>and</strong> empower women;Goal 4: Reduce child mortality;Goal 5: Improve mental health;Goal 6: <strong>Co</strong>mbat HIV/AIDS, malaria <strong>and</strong> other diseases;Goal 7: Ensure environmental sustainability;Goal 8: Develop a global partnership for development.9.3. The main aim <strong>and</strong> Objective of the Integrated Development PlanThe purpose of IDP is to foster more appropriate service delivery by providing the framework for economic <strong>and</strong> socialdevelopment within the municipality. In doing so it contributes toward eradicating the development legacy of the past,operationalises the notion of developmental local government <strong>and</strong> fosters a culture of co-<strong>operative</strong> governance9.3.1. The main Objective of IDP<strong>Nkomazi</strong> <strong>Local</strong> <strong>Municipality</strong> strives to continue to develop the IDP as an effective management tool for the <strong>Municipality</strong>,this include:o Creating a greater level of focus <strong>and</strong> thereby improving on the strategic nature of the document;o Aligning this strategic document with the realities of the resources, both financial <strong>and</strong> human, available;o Alignment of the IDP with the activities of the sector departments <strong>and</strong> other service providers (<strong>and</strong> vice versa i.e.influencing their planning); <strong>and</strong>o Alignment of the IDP with the various sector plans.NKLM Integrated Development Plan <strong>20</strong>12_<strong>20</strong>13 46
