Job creation InitiativesEPWP <strong>and</strong> CWPThe municipality, in collaboration with the Department of <strong>Co</strong><strong>operative</strong> <strong>Governance</strong> <strong>and</strong> Traditional Affairs; Mpumalanga Tourism <strong>and</strong>Parks Agency, Department of Public Works, Roads <strong>and</strong> Transport; <strong>and</strong> Ehlanzeni District <strong>Municipality</strong> are implementing, interalia, thefollowing EPWP programmes:1. The Tourism Ambassador Learnership Programme employing 21 young people;2. The Waste Management Learnership Programme employing 100 young people;3. The Clean Town Programme employing <strong>20</strong> people;<strong>Local</strong> procurementsThe Supply Chain Management Policy in the municipality promotes the prioritisation of local service providers in the procurement ofgoods <strong>and</strong> services.<strong>Co</strong>mprehensive Rural Development Programme (Crdp)<strong>Co</strong>mprehensive Rural Development is one of the key priorities of government, aimed at creating sustainable rural communitiesthroughout the country. The programme will seek to achieve social cohesion <strong>and</strong> development in rural communities <strong>and</strong> is based onthree key pillars namely:coordinated <strong>and</strong> integrated broad-based agrarian transformationan improved l<strong>and</strong> reform programmeStrategic investments in economic <strong>and</strong> social infrastructure in rural areas.The programme is focused on enabling rural people to take control of their destiny, with the support from government, <strong>and</strong> therebydealing effectively with rural poverty through the optimal use <strong>and</strong> management of natural resources. It is envisaged that the objectiveof this programme will best be achieved through a co-ordinated <strong>and</strong> integrated broadbased agrarian transformation as well as thestrategic investment in economic <strong>and</strong> social infrastructure that will benefit the entire rural communities. The programme will besuccessful when it becomes apparent that “sustainable <strong>and</strong> vibrant rural communities” are succeeding.The programme is currently being implemented in two wards within the municipality: wards 16 <strong>and</strong> 19. These wards cover thefollowing village: Ntunda Skhwahlane Part of Mzinti Sibange Madadeni Part of MaguduKey to the implementation of CRDP is the realisation of goals in relation to skills development, job creation, reduction of poverty,sustainable infrastructure development <strong>and</strong> human settlements as well as the facilitation of social cohesion in rural areas. The CRDPrequires active participation by all stakeholders; rural people must take the centre stage in the improvement of their own quality oflife. Accordingly the municipality has established a CRDP <strong>Co</strong>uncil of Stakeholders (<strong>Co</strong>S) as both a coordinating <strong>and</strong> a decision makingstructure for the implementation of CRDP. CRDP is championed by the Executive Mayor who is the chairperson of the <strong>Co</strong>uncil ofStakeholders, the MMC for Planning <strong>and</strong> Development preside over CRDP <strong>Co</strong>S meetings in the absence of the Executive Mayor. TheCRDP <strong>Co</strong>S has established a task team toNKLM Integrated Development Plan <strong>20</strong>12_<strong>20</strong>13 82
