ConclusionThe NECS in coordination with the DGM, Ministry of Economic Affairs conducted a meeting withthe mining companies on May 12, 2009 in Phuntsholing. The meeting in<strong>for</strong>med the miningcompanies on the findings of the monitoring team <strong>and</strong> recommendations to be carried out. It wasencouraging to note that mining companies were committed to carry out the recommendation, butrequested <strong>for</strong> timeline to implement the recommendation. Based on the discussion, the timelineagreed are as follow:Agreed timeframe <strong>for</strong> implementation of RecommendationsSl.no Findings <strong>and</strong> recommendations Agreed timeframe <strong>for</strong>1 FMFS <strong>and</strong> EMP• FMFS (Mine plan <strong>and</strong> EMP) was notavailable at the mining site.• The management has to follow Mine plan <strong>and</strong>EMP2 Progressive Restoration• The progressive restoration was mostlyfocussed on construction of check dams only.The management must carry out progressiverestoration works as per the approved FMFS<strong>and</strong> EMP3 Top soil management• Almost all the mines have not stored the topsoil which will be required <strong>for</strong> restoration.The top soil must be stored separately <strong>and</strong>protected from wind <strong>and</strong> rain. The top soilmust be spread over the mined out area <strong>for</strong> revegetationpurpose.4 Personal Protective Gears• The protective gears provided to the workerswere limited to helmets only. Themanagement must consider providing otheressential protective gears such as gloves, facemasks <strong>and</strong> protective shoes, where required.5 Demarcation Pillars <strong>and</strong>• Erection of proper demarcation pillars werenot uni<strong>for</strong>m6 Channelling of surface waterSurface runoff from mines was not managed.The management must ensure that there isproper management of surface water in theminesimplementation• Copies of the mine plan <strong>and</strong>EMP will be made available atsite immediately• 80% of the mine plan <strong>and</strong> EMPwill be implemented within sixmonths i.e. by November 2009• Progressive restoration workswill be carried out immediatelyin line with the approved mineplan.• Top soil will be storedimmediately as required underthe approved FMFS, EMP <strong>and</strong>the environmental clearance.• Occupational health <strong>and</strong> safetyrequirements will beimplemented immediately.• St<strong>and</strong>ardized pillars will beinstalled within three months,i.e. by August 2009 by DGMWater management program inthe mines will be doneimmediately133
