ORGANISATIONALSTRUCTUREWhen the Key Centre for Photovoltaic Engineeringwas awarded in 1999, it was established asan autonomous Centre within the Faculty <strong>of</strong>Engineering <strong>of</strong> UNSW, becoming independentfrom the School <strong>of</strong> Electrical Engineering whereUNSW photovoltaic activities had been previouslylocated. At that time, the Key Centre was giventhe same operational independence and rights asthe other Engineering schools, with the DirectorStuart Wenham being given the same status andauthority as other Heads <strong>of</strong> Schools. With theawarding <strong>of</strong> the Centre <strong>of</strong> Excellence in 2003,the <strong>University</strong> committed to the Key Centre forPhotovoltaic Engineering becoming the School<strong>of</strong> Photovoltaic Engineering, within which theARC Photovoltaics Centre <strong>of</strong> Excellence would belocated. This transition occurred in January 2006.The corresponding organisational relationships areshown in the upper part <strong>of</strong> Fig. 6.1.Within the Centre <strong>of</strong> Excellence, Deputy Directorshave been appointed for the major strands <strong>of</strong>research as shown. The Management Committee<strong>of</strong> the Centre comprises the six Directors andDeputy Directors, along with the Head <strong>of</strong> Schooland the Business and Operations Manager. Thiscommittee meets fortnightly on the 1 st and 3 rdFridays <strong>of</strong> each month, with each Deputy Directorgiving a report on the activities in his or her areaover the preceding fortnight. This committeetakes responsibility for decision making withinthe Centre that affects the Centre as a whole,while the individual Deputy Directors receive theirown annual budgets to allow them to make andimplement decisions that impact only their ownlaboratory areas and research activities.The Advisory Committee for the Centre comprisesthe Centre Directors, the Head <strong>of</strong> School forPhotovoltaic Engineering, leading academics fromother institutions, industry leaders such as CEO’s<strong>of</strong> various companies involved in the field, andresearch leaders. This committee provides high leveladvice, feedback and recommendations in relationto the Centre’s activities and their relevance. TheAdvisory committee meets annually, taking intoaccount the geographical separation <strong>of</strong> its members(Australia, USA, China, Germany, Italy, Spain),although more frequent correspondence takesplace when necessary with individual committeemembers either by email or telephone. TheHead <strong>of</strong> Administrative Support for the Centreduring 2010 was Joyce Ho. Not shown in theManagement Structure is the Financial OfficerJulie Kwan who looks after the Centre Accounts,interfaces with the <strong>University</strong> Financial System,advises the Centre Directors and Deputy Directorson budgeting and financial matters, and generallyassists with sourcing <strong>of</strong> funding, purchasing,reporting, writing grant applications, and advisingon business opportunities.purchasing <strong>of</strong> appropriate new infrastructureand equipment.The Director works closely with the Centre’sExecutive Research Director to assist in settinghigh level research direction and priorities forthe Centre’s programs. In the teaching area, withthe Key Centre for Photovoltaic Engineeringand its activities being incorporated into theCentre <strong>of</strong> Excellence, the Director also takessignificant responsibility in ensuring the successfuldevelopment and implementation <strong>of</strong> the Centre’seducational programs, both at undergraduate andpostgraduate levels. In this area, the Director worksclosely with Dr Richard Corkish, the Head <strong>of</strong> School.A primary responsibility <strong>of</strong> the Director in theCentre is to ensure the Management structure asshown functions efficiently and effectively, withappropriate support and resources to facilitatethe Centre’s achievement <strong>of</strong> its milestones andperformance targets. An important aspect <strong>of</strong> this ismanaging the Centre’s finances to ensure suitablelevels <strong>of</strong> funding are made available for supportingthe major research strands, while simultaneouslyensuring adequate funding is available for repairand maintenance <strong>of</strong> existing facilities and the121
