AppendicesAppendix J – Removal of non-friable <strong>asbestos</strong>cement productsThis appendix provides an example of how to perform a specific <strong>asbestos</strong> removal task.It does not address hazards other than <strong>asbestos</strong> (such as fall from heights or electricalhazards) – these hazards also need to be identified and the associated risk controlled.1. Obta<strong>in</strong> and review the <strong>asbestos</strong> register (from the person who commissionedthe removal work). This is not relevant if the removal work will be undertakenat a domestic premises used solely for domestic purposes. If this is the case,ensure all ACM <strong>in</strong> the area to be worked on is identified prior to anyrefurbishment or removal work.2. If the amount of non-friable <strong>asbestos</strong> cement to be removed is greater than10 square metres or will take longer than one hour <strong>in</strong> any seven days, theremovalist must have an <strong>asbestos</strong> removal licence and complete a control plan.3. Ensure a nom<strong>in</strong>ated supervisor is accessible at all times where licensedremoval work is be<strong>in</strong>g conducted.4. Establish where the removal area will be and move all items out of the areaor cover them with 200 micron thick plastic sheet<strong>in</strong>g if they could becontam<strong>in</strong>ated dur<strong>in</strong>g the removal work.5. Identify and isolate the removal area with appropriately placed durable signsand barricades us<strong>in</strong>g methods which may <strong>in</strong>clude temporary fenc<strong>in</strong>g, bollards,tape, rope or plastic sheet<strong>in</strong>g. Ensure signs and barricades rema<strong>in</strong> <strong>in</strong> place untilthe removal work is completed or <strong>in</strong> the case of removal greater than 10 squaremetres, until a satisfactory visual <strong>in</strong>spection is achieved as part of theclearance certificate.6. Put on personal protective equipment, <strong>in</strong>clud<strong>in</strong>g disposable coveralls with hood,boots and respirator. Preference needs to be given to boots without laces aslaced boots can be difficult to decontam<strong>in</strong>ate.7. Clean the removal area of any debris prior to remov<strong>in</strong>g fixed or <strong>in</strong>stalled<strong>asbestos</strong> cement products and place drop sheets <strong>in</strong> areas where debris anddust is likely to fall. This will assist <strong>in</strong> clean<strong>in</strong>g the removal area.8. The m<strong>in</strong>imum respiratory protection for this task is a half-face mask with a P1particulate cartridge or, alternatively, a disposable P1 respirator provided thata proper fit can be assured.9. Ensure the m<strong>in</strong>imum numbers of people are present.10. If possible, remove the <strong>asbestos</strong> cement products whole. If some sectionshave been damaged prior to removal, these may be strengthened by apply<strong>in</strong>gduct tape.11. Identify the method <strong>in</strong> which the <strong>asbestos</strong> cement product is held <strong>in</strong> place,then use a method that would m<strong>in</strong>imise airborne dust generation <strong>in</strong> remov<strong>in</strong>gthe product. Examples <strong>in</strong>clude:• Fasteners: dampen then carefully remove us<strong>in</strong>g a chisel.• Bolts: dampen then use bolt cutters (or an oxy torch) – do not usean angle gr<strong>in</strong>der.• Screws: dampen then carefully unscrew with a screwdriver.• Nails: dampen then carefully lever the panel or punch throughif absolutely necessary.100 <strong>Compliance</strong> code / <strong>Remov<strong>in</strong>g</strong> <strong>asbestos</strong> <strong>in</strong> <strong>workplaces</strong> <strong>WorkSafe</strong> <strong>Victoria</strong>
