Paraoccupational air monitor<strong>in</strong>g andclearance <strong>in</strong>spectionsWhat must a clearance certificate for friable <strong>asbestos</strong> removalwork conta<strong>in</strong>?417. The clearance certificate must state that:• an <strong>in</strong>spection by an <strong>in</strong>dependent person (refer to paragraphs 418 and 419)has found there is no visible <strong>asbestos</strong> residue rema<strong>in</strong><strong>in</strong>g as a result of the<strong>asbestos</strong> removal work <strong>in</strong> the area where the removal work was done or<strong>in</strong> the immediately surround<strong>in</strong>g area• if applicable, <strong>asbestos</strong> paraoccupational air monitor<strong>in</strong>g <strong>in</strong> the area where theremoval work was done <strong>in</strong>dicates the airborne <strong>asbestos</strong> fibre level is lessthan 0.01 fibres/ml (paraoccupational air monitor<strong>in</strong>g is not required for glovebag removals or where the removal work is done outdoors and will not posea risk to other persons).The clearance certificate should also <strong>in</strong>clude the scope of the removal workperformed to avoid confusion with any rema<strong>in</strong><strong>in</strong>g fixed or <strong>in</strong>stalled <strong>asbestos</strong>that was not part of the <strong>asbestos</strong> removal work.418. Where paraoccupational air monitor<strong>in</strong>g is required, the samples collected mustbe analysed by an approved analyst (see paragraph 402). When the personwho commissioned the removal work obta<strong>in</strong>s the clearance certificate, theyalso need to ask for the NATA-accredited report related to the count<strong>in</strong>g of<strong>asbestos</strong> fibres.419. The visual <strong>in</strong>spection relates to the removal work that was done and any visible<strong>asbestos</strong> residue result<strong>in</strong>g from the removal work <strong>in</strong> the removal area and thearea surround<strong>in</strong>g it at the time of the <strong>in</strong>spection. The visual <strong>in</strong>spection for aclearance certificate does not require wipe samples (or settled dust sampl<strong>in</strong>g).However, settled dust sampl<strong>in</strong>g may be performed to provide an <strong>in</strong>dication ofcleanl<strong>in</strong>ess. The need for any settled dust sampl<strong>in</strong>g should be determ<strong>in</strong>ed andundertaken by a person with the requisite knowledge, skills and experienceto determ<strong>in</strong>e and undertake such sampl<strong>in</strong>g.420. In some situations, it may be apparent that <strong>asbestos</strong> contam<strong>in</strong>ation of theremoval area could occur after the visual <strong>in</strong>spection. In these situations, theperson perform<strong>in</strong>g the visual <strong>in</strong>spection and issu<strong>in</strong>g the clearance certificateneeds to expla<strong>in</strong> that the visual <strong>in</strong>spection relates to the removal work thatwas done and the status of the area at the time of the <strong>in</strong>spection (photosmay assist). In addition to the clearance certificate, a further statement needsto be provided expla<strong>in</strong><strong>in</strong>g there is potential for <strong>asbestos</strong> contam<strong>in</strong>ation <strong>in</strong> thearea based on the particular circumstances, which need to be described.What must a clearance certificate for non-friable <strong>asbestos</strong> removalwork conta<strong>in</strong>?421. The clearance certificate must state that an <strong>in</strong>spection by an <strong>in</strong>dependentperson has found there is no visible <strong>asbestos</strong> residue rema<strong>in</strong><strong>in</strong>g as a resultof the <strong>asbestos</strong> removal work <strong>in</strong> the area where the removal work was doneor <strong>in</strong> the immediately surround<strong>in</strong>g area.422.
