Additional requirements for licensedasbestos removal232. The licensed removalist must :• provide a copy of the control plan to the person who commissioned theasbestos removal work (this is the person who engaged the removalistto perform the asbestos removal work)• ensure a copy of the control plan is readily accessible for the duration of theasbestos removal work. It would be regarded accessible if it was availableon request to:– employees (including HSRs) at the workplace– an employer at the workplace– any person engaged to do work at the workplace– a WorkSafe inspector233. Appendix F provides a pro forma control plan that meets the requirementsof the Regulations.234. The attachment of additional documentation to the control plan (such asspecifications or drawings) relevant to the particular removal job wouldassist the reader’s understanding of the control plan.235. The asbestos removal control plan needs to be finalised in consultation with:• persons who will perform the removal work• the person who engaged the removalist• any other relevant parties such as an occupational hygienist who hasknowledge and experience in asbestos removal.236. Under ‘Part 5.1 – Construction’ of the Regulations, high-risk constructionwork includes the removal of asbestos.237. Where high-risk construction work is to take place the employer must completea safe work method statement before the work commences and ensure thework is performed in accordance with that statement. Therefore, where it hasbeen determined that construction work is to take place and asbestos removalwill also be occurring as part of that construction work, a safe work methodstatement is required.238. Where a safe work method statement is required under the construction partof the Regulations, the preparation of a control plan for licensed removal workis taken to be the equivalent of a safe work method statement. Therefore thesafe work method statement is not required in relation to asbestos removal.239. However, if there are activities other than asbestos removal that fall withinthe meaning of high-risk construction work, a safe work method statementaddressing those other activities must be completed. For example, where anasbestos cement roof is to be removed, a control plan must be completed (inrelation to the asbestos removal work) and a safe work method statement mustbe completed in relation to the risk of persons falling more than two metres.240. Table 3 (pages 45 and 46) includes the requirements of a control plan as wellas additional items that would assist in preparing for an asbestos removal job.A non-licensed person performing removal permitted under the Regulationscould also use this checklist or develop and implement a control plan to assistin controlling risks.44 Compliance code / Removing asbestos in workplaces WorkSafe Victoria
