Specific requirements for removalof friable ACMBulk stripp<strong>in</strong>g and clean<strong>in</strong>g with<strong>in</strong> an enclosure350. Sprayed <strong>asbestos</strong> <strong>in</strong>sulations need to be wet thoroughly us<strong>in</strong>g a f<strong>in</strong>e waterspray (refer to ‘Wet and dry methods of remov<strong>in</strong>g ACM’ on page 31). Aim toachieve maximum saturation with m<strong>in</strong>imum run-off to m<strong>in</strong>imise any subsequentclean-up and slip hazards.351. Wett<strong>in</strong>g, scrap<strong>in</strong>g and vacuum<strong>in</strong>g methods need to be used whereverreasonably practicable. Where the ACM is covered with cloth, metal cladd<strong>in</strong>gor wire re<strong>in</strong>forc<strong>in</strong>g, it needs to be wet thoroughly dur<strong>in</strong>g the removal process.352. Once a competent person has determ<strong>in</strong>ed the removal area is clean, thelicensed removalist needs to, wherever reasonably practicable, spray cleansurfaces with<strong>in</strong> the removal area with t<strong>in</strong>ted PVA or a similar acrylic emulsionus<strong>in</strong>g airless spray<strong>in</strong>g equipment. This <strong>in</strong>cludes any layer of plastic form<strong>in</strong>gthe <strong>in</strong>ner surface of the enclosure to ensure any loose <strong>asbestos</strong> fibres onthe plastic are firmly adhered to prior to its dismantl<strong>in</strong>g.353. After the PVA has dried and sufficient time has elapsed for it to dissipate,paraoccupational air (clearance) monitor<strong>in</strong>g, where required, needs to takeplace. The plastic enclosure must not be dismantled until a satisfactory visual<strong>in</strong>spection and monitor<strong>in</strong>g has taken place.Dismantl<strong>in</strong>g an <strong>asbestos</strong> removal enclosure354. The licensed removalist may only dismantle a structure used to enclosean <strong>asbestos</strong> removal area once all of the follow<strong>in</strong>g are done:• <strong>asbestos</strong> removal work has been completed• visual <strong>in</strong>spection by an <strong>in</strong>dependent person is satisfactory (refer to‘Clearance to re-occupy an <strong>asbestos</strong> removal area’ on page 68)• paraoccupational air monitor<strong>in</strong>g, where required, is found to be less than0.01 fibres/ml.355. The plastic that formed the enclosure must be disposed of as <strong>asbestos</strong>waste, along with any other contam<strong>in</strong>ated material that assisted <strong>in</strong> form<strong>in</strong>g theenclosure. In some cases, structures used <strong>in</strong> build<strong>in</strong>g the enclosure (other thanthe plastic that formed the enclosure) may be wrapped and sealed <strong>in</strong> plasticand not opened until <strong>in</strong> a similar controlled environment, such as another<strong>asbestos</strong> removal enclosure (eg collapsible rods used to form the enclosureframe).356. The area from which the enclosure was dismantled must be thoroughlycleaned and <strong>in</strong>spected. This needs to be followed by further paraoccupationalmonitor<strong>in</strong>g demonstrat<strong>in</strong>g the levels are below 0.01 fibres/ml.357. Ropes, warn<strong>in</strong>g signs and protective plastic isolat<strong>in</strong>g public areas shouldnot be removed until:• the enclosure has been dismantled and removed as <strong>asbestos</strong> waste• satisfactory paraoccupational air-monitor<strong>in</strong>g results have been achieved• the removal area and its surrounds have been visually <strong>in</strong>spected byan <strong>in</strong>dependent person and found to be satisfactory for re-occupation(refer to page 70).<strong>WorkSafe</strong> <strong>Victoria</strong> <strong>Compliance</strong> code / <strong>Remov<strong>in</strong>g</strong> <strong>asbestos</strong> <strong>in</strong> <strong>workplaces</strong> 59
