AppendicesAppendix O – Removal of friable asbestos-containingfire retardant material from a large ceiling spaceThis appendix provides an example of how to perform a specific asbestos removal task.It does not address hazards other than asbestos (such as fall from heights or electricalhazards) – these hazards also need to be identified and the associated risk controlled.1. Obtain and review the asbestos register (from the person who commissionedthe removal work).2. A class A-licensed removalist must perform the removal.3. Obtain as much information about the location and condition of the ACM aspossible. Review building plans, thoroughly inspect the area (with appropriatepersonal protective equipment), discuss the removal with a competent person,such as an occupational hygienist, and the person who has management orcontrol of the workplace to establish any facts that are not directly apparent.4. Develop the control plan in consultation with employees and a competentperson, such as an occupational hygienist, and the person who hasmanagement or control of the workplace.5. Establish the extent of the removal area and move all items out of the areaor cover them with 200 micron plastic sheeting if they could be contaminatedduring the removal work. If work on items, such as ceiling tiles, will resultin disturbing asbestos, this should not take place until after the enclosureis established.6. In consultation with employees and a competent person, develop an enclosurethat allows smooth flow of air from the decontamination unit to the negativeair units. In constructing the enclosure, pay particular attention to penetrationsthrough the floor and ceiling/roof.7. Ensure the enclosure is satisfactorily smoke tested and air monitoring hascommenced before beginning the removal work.8. Ensure a nominated supervisor is on site at all times when the removalis being performed.9. Identify and isolate the removal area with appropriately placed durable signsand barricades using methods which may include temporary fencing, bollards,tape, rope or plastic sheeting. The floor above and below will require isolationif there is a risk of asbestos fibres reaching these areas. Ensure signs andbarricades remain in place until a satisfactory visual inspection is achievedas part of the clearance certificate.10. Put on personal protective equipment including disposable coveralls with hood,boots and respirator. Preference needs to be given to boots without laces aslaced boots can be difficult to decontaminate.11. The minimum respiratory protection for this task is a full-face mask with a P3particulate cartridge if the removal can be performed wet. Refer to Appendix Efor further guidance on selecting an appropriate respirator.12. Ensure all airconditioning equipment has been shut and isolated/blankedfrom this area.13. Enter the enclosure with appropriate equipment to access the asbestos, keepit damp/wet (using fine water spray equipment) and bag it as asbestos waste.WorkSafe Victoria Compliance code / Removing asbestos in workplaces 111
