Paraoccupational (or control) air monitor<strong>in</strong>g <strong>in</strong>volves tak<strong>in</strong>g samples of air fromfixed locations, which are usually immediately outside the area where <strong>asbestos</strong>removal is tak<strong>in</strong>g place. This area is usually enclosed by plastic and issometimes referred to as the ‘bubble’.390. The purpose of this monitor<strong>in</strong>g is to identify whether airborne <strong>asbestos</strong> fibresare present outside the removal enclosure and to ensure that control measuresdesigned to prevent <strong>asbestos</strong> escap<strong>in</strong>g from the enclosure are work<strong>in</strong>g.391. The person who commissioned the removal work must ensure thatparaoccupational monitor<strong>in</strong>g is done when the <strong>asbestos</strong> removal workwill be done:• <strong>in</strong>doors, or• outdoors and could pose a risk to other persons (eg employees work<strong>in</strong>gnearby who cannot be isolated from the area dur<strong>in</strong>g the removal).392. Paraoccupational air monitor<strong>in</strong>g is not required when glove bag <strong>asbestos</strong>removal is undertaken.393. The person who commissioned the removal work (not the licence holder) mustarrange for paraoccupational air monitor<strong>in</strong>g to be done before the removal workcommences and must ensure monitor<strong>in</strong>g lasts for the duration of the removalwork.394. Where paraoccupational air monitor<strong>in</strong>g is required, the licensed removalist mustnot commence <strong>asbestos</strong> removal work until that monitor<strong>in</strong>g has commenced.395. A person who is suitable to conduct paraoccupational air monitor<strong>in</strong>g for<strong>asbestos</strong> removal work needs to be:• experienced and knowledgeable <strong>in</strong> the <strong>asbestos</strong> removal <strong>in</strong>dustry• competent <strong>in</strong> operat<strong>in</strong>g monitor<strong>in</strong>g equipment such as sampl<strong>in</strong>g pumps• able to implement the most appropriate sampl<strong>in</strong>g strategy and place theappropriate number of sampl<strong>in</strong>g pumps <strong>in</strong> the correct locations• able to comply with the ASCC Guidance Note The membrane filter methodfor estimat<strong>in</strong>g airborne <strong>asbestos</strong> fibres (available at ascc.gov.au)• able to adequately store and transport samples to ensure a proper cha<strong>in</strong>of custody prior to analysis.396. This person must be competent to perform paraoccupational air monitor<strong>in</strong>gbut does not have to be approved by anyone.
