General requirements for all <strong>asbestos</strong> removalAsbestos waste conta<strong>in</strong>ment and disposal194. The person perform<strong>in</strong>g the removal work must have a system of work forconta<strong>in</strong><strong>in</strong>g and dispos<strong>in</strong>g of the <strong>asbestos</strong> waste, no matter how big or smallthe removal work is.Waste disposal program195. A waste disposal program needs to be developed, tak<strong>in</strong>g account of:• the conta<strong>in</strong>ment of waste so as to elim<strong>in</strong>ate the release of airborne<strong>asbestos</strong> fibres• the location and security of waste storage on site• the transport of waste with<strong>in</strong> the site and off site• the location of the waste disposal site• approvals needed from the relevant local disposal authority• any local disposal authority requirements that may apply to the amountand dimensions of <strong>asbestos</strong> waste (eg EPA <strong>Victoria</strong>-licensed wastedisposal site requirements).General requirements196. Loose <strong>asbestos</strong> waste must not be allowed to accumulate with<strong>in</strong> the <strong>asbestos</strong>work area. It must be conta<strong>in</strong>ed so as to elim<strong>in</strong>ate the release of airborne<strong>asbestos</strong> fibres. This may be achieved by the use of double bags or polythenesheet<strong>in</strong>g, a polythene-l<strong>in</strong>ed drum or b<strong>in</strong> or a double-l<strong>in</strong>ed skip.197. Only unused bags and polythene sheet<strong>in</strong>g can be used. Bags marked for<strong>asbestos</strong> waste should not be used for any other purpose.198. Controlled wett<strong>in</strong>g of the <strong>asbestos</strong> waste must be carried out to reduce<strong>asbestos</strong>-dust emissions dur<strong>in</strong>g bag/polythene seal<strong>in</strong>g or any subsequentrupture of the bag or wrapped bundles.199. The external surface of each waste conta<strong>in</strong>er (ie bag or wrapped bundle)must be decontam<strong>in</strong>ated/cleaned to remove any dust before the conta<strong>in</strong>eris removed from the <strong>asbestos</strong> removal area.200. The routes to be used for remov<strong>in</strong>g waste from the <strong>asbestos</strong> removal areaneed to be designated before the commencement of each removal, preferablyas part of the <strong>asbestos</strong> removal control plan (see page 43). The methods usedto transport waste through a build<strong>in</strong>g need to be determ<strong>in</strong>ed by a competentperson follow<strong>in</strong>g discussions with the <strong>asbestos</strong> removalist. In occupiedbuild<strong>in</strong>gs, all movement of waste conta<strong>in</strong>ers through a build<strong>in</strong>g need to takeplace outside normal work<strong>in</strong>g hours.201. Once the waste has been removed from the <strong>asbestos</strong> removal area, it musteither be:• placed <strong>in</strong> a solid waste drum, b<strong>in</strong> or skip for secure storage and eventualdisposal, or• immediately removed from the site by an EPA <strong>Victoria</strong>-approved/licensedcarrier for disposal.202. Waste conta<strong>in</strong>ers must not be stored at the <strong>asbestos</strong> removal site if they arenot conta<strong>in</strong>ed to elim<strong>in</strong>ate the release of airborne <strong>asbestos</strong> fibres (eg with<strong>in</strong>locked solid conta<strong>in</strong>ers such as drums, b<strong>in</strong>s, skips or <strong>in</strong> conta<strong>in</strong>ers with<strong>in</strong> lockedareas).
