General requirements for all <strong>asbestos</strong> removal167. Dry decontam<strong>in</strong>ation can only be used where wet methods are not suitableor pose a risk because of other hazards such as electricity or slipp<strong>in</strong>g. Drydecontam<strong>in</strong>ation procedures <strong>in</strong>clude carefully roll<strong>in</strong>g or fold<strong>in</strong>g up plasticsheet<strong>in</strong>g and/or vacuum<strong>in</strong>g the <strong>asbestos</strong> work area with a HEPA-fitted vacuumcleaner. Employees must be tra<strong>in</strong>ed <strong>in</strong> an appropriate procedure to ensure dustis collected and disposed of.168. Vacuum<strong>in</strong>g may be used <strong>in</strong> an area that is isolated and where employees arewear<strong>in</strong>g appropriate PPE. Bigger pieces of debris need to be wetted, pickedup by hand and placed <strong>in</strong> waste conta<strong>in</strong>ers (refer to page 29 for further<strong>in</strong>formation on the use and ma<strong>in</strong>tenance of HEPA-fitted vacuum cleaners).Decontam<strong>in</strong>at<strong>in</strong>g tools and equipment169. All tools and equipment used dur<strong>in</strong>g the removal task must be decontam<strong>in</strong>atedus<strong>in</strong>g either the wet or dry decontam<strong>in</strong>ation procedures before they areremoved from the <strong>asbestos</strong> removal area. Otherwise they need to be doublebagged for later use or disposed of as <strong>asbestos</strong>-contam<strong>in</strong>ated waste. Themethod chosen will depend on its practicality, the level of contam<strong>in</strong>ation andthe presence of any electrical hazards.170. If tools and equipment cannot be decontam<strong>in</strong>ated <strong>in</strong> the <strong>asbestos</strong> removalarea and are to be re-used at another <strong>asbestos</strong> removal area, they need to:• be tagged to <strong>in</strong>dicate <strong>asbestos</strong> contam<strong>in</strong>ation• be double bagged <strong>in</strong> clearly labelled <strong>asbestos</strong> bags with an appropriatewarn<strong>in</strong>g statement before be<strong>in</strong>g removed from the <strong>asbestos</strong> removal area• rema<strong>in</strong> sealed until they have been decontam<strong>in</strong>ated or the commencementof the next <strong>asbestos</strong> removal/ma<strong>in</strong>tenance task (where the equipment canbe taken <strong>in</strong>to the removal area and re-used under controlled conditions).171. PPE needs to be worn when open<strong>in</strong>g the bag to clean or re-use theequipment or tools and decontam<strong>in</strong>ation can only be performed<strong>in</strong> a controlled environment (refer to page 29 for further <strong>in</strong>formationon <strong>asbestos</strong> vacuum cleaners).172. In some circumstances it may be better to dispose of contam<strong>in</strong>ated toolsand equipment depend<strong>in</strong>g on the level of contam<strong>in</strong>ation and the easeof replacement.Personal decontam<strong>in</strong>ation173. Employers have a legal duty to provide, so far as is reasonably practicable,adequate facilities for the welfare of employees at any workplace under themanagement and control of the employer. Such facilities may <strong>in</strong>clude personaldecontam<strong>in</strong>ation facilities. The provision of decontam<strong>in</strong>ation facilities isessential for <strong>asbestos</strong> removal work.174. Employers must provide appropriate personal decontam<strong>in</strong>ation facilities for theduration of the removal work. The type of decontam<strong>in</strong>ation required will dependon the type and condition of <strong>asbestos</strong> (ie friable or non-friable), the workmethod used and site conditions.
