<strong>SAFA</strong> <strong>Ramp</strong> Inspection ProceduresGuidance material2. REPORTING TO EASA, THE COMMISSION AND THE MEMBER STATESThe <strong>SAFA</strong> national coordinator: maintains good communication with EASA <strong>SAFA</strong> Programme Coordination for all <strong>SAFA</strong>related activities; timely informs EASA when there are changes to key staff contacts, e.g. national <strong>SAFA</strong>coordinator, coordinator national operators, database users etc.; shall make available, in accordance with article 6.4 of the Annex II to Commission Directive2008/49/EC, a monthly report with the status of the follow-up actions taken pursuant toramp inspections (or make use of the associated functionality in the <strong>SAFA</strong> database); according to article 5 of Directive 2004/36/CE:o Art. 5.1; Participate in the mutual exchange of information;o Art. 5.2; Submit to the Commission and the Member States safety informationas collected in standard reports;o Art. 5.3; Inform to the Commission and the Member States, without delay, ofany potential safety threat.3. CONTACTS WITH OPERATORSThe national coordinator should ensure that, in accordance with article 6.4(1) of the Annex IIto the Commission Directive 2008/49/EC, for all category 2 and 3 finding(s) a writtencommunication will be sent to the operator to request evidence of corrective actions taken.Furthermore he should act as the focal point for any questions regarding performed rampinspections raised by the inspected operator.4. CONTACTS WITH AUTHORITIESThe national coordinator should ensure that, in accordance with article 6.4(2) of the Annex IIto Commission Directive 2008/49/EC, a written communication will be sent to the responsibleState of oversight, addressing the results of the inspections and, were appropriate, request fora confirmation that they are satisfied with the corrective actions performed by the operatorsunder their supervision. Furthermore, he/she should act as the focal point for any questionsraised by NAAs regarding performed ramp inspections, or when he/she receives the previouslymentioned request for confirmation from other NAAs.If it concerns an inspection of an Operator licensed in the EU or in another <strong>SAFA</strong> participatingState, the communication should be sent via the relevant <strong>SAFA</strong> national coordinator. In casethere is a dedicated coordinator for national operator(s), information concerning <strong>SAFA</strong>inspections should also be sent to this coordinator.If it concerns an inspection on a non-EU or <strong>SAFA</strong> participating State, the Flight Operationsdepartment of the non-Member State may be the most suitable point of contact. Other sourcesfor finding contact details could be the ICAO or NAA Authority website, also on SINAPSE thereis (uncontrolled) information on contact details provided.5. INSPECTION REPORTS ON NATIONAL OPERATORSThe <strong>SAFA</strong> National Coordinator is requested to ensure proper distribution of <strong>SAFA</strong> InspectionReports on Operators, which are under the supervision of his National Authority. Thisparticularly applies where the participating state has not nominated a Coordinator NationalOperators and therefore this task part of the task of the <strong>SAFA</strong> National Coordinator.<strong>SAFA</strong> Coordination Section Page 217 of 217© European Aviation Safety Agency, 2012
