M.P.Bhumi Vikas Niyam, <strong>1984</strong>(3) When inspection of any construction operation reveals that any lack ofsafety precaution exist, the Authority shall have right to direct the owner to stop thework immediately until the necessary remedial measure to remove the violation ofsafety precautions are taken.35. Demolition of Building.- Before a building is demolished, the owner shallnotify having service connections within the building such as water, electric, gas,sewer, and other connections. A permission to demolish a building shall not be issueduntil a release is obtained from the utilities stating that their respective serviceconnections and appurtenant equipment, such as meters and regulators have beenremoved or sealed and plugged in a safe manner.36. Architectural control. - (1) Compliance with the previous provisions of theserules is adequate for normal building, But for major public building complexes orbuildings coming up in an important area or monumental buildings in cities, theaesthetics of the whole scheme may also have to be examined, vis-à-vis existingstructures. In addition, any development which may mark the general characteristicsand environment of historical, architectural or other monuments should also besubject to the provisions of this rule.Note.- This clause is intended to very few structures to come up in the vicinity ofhistorically important structures or monuments recognized or declared under any lawfor the time being in force and the scrutiny shall be limited to the external architecturalfeatures only so as to ensure an aesthetic continuance of the existing structures withthe new.(2) The Authority may, with the approval of the Government, appoint an ArtCommission for examining schemes of such buildings. This Commission may consistof elite of city , such as an architect, engineer, sculptor, painter, writer, landscapespecialist and well known representatives of the town , city or area concerned.(3) The Commission may select only the important buildings as in sub-rule (i)and examine the same. The Licensed Architect, Structural Engineer, Engineer,Supervisor or Town planner as the case may be, who has signed the plan may beexamined either alone or with the owner. A study of the plan elevations, models etc.shall be made. The architect shall explain in general terms the purposes which thebuilding is to serve and the main conditions which have influenced him in preparingthe design. The Commission after full discussion, may communicate their decision inwriting to the parties concerned. The Commission may recommend a change in thewhole scheme or suggest modifications in the existing scheme.(4) The Art Commission may also advise the Government, on schemes whichwill beautify the city and add to its cultural vitality.38

(1) Industries permitted in R 1, R 2 and commercial Zones.- Subject to otherprovisions of this rule-(i) Industries listed in part-I of Appendix J may be allowed in zone R 1 ;provided that not more than 5 workers at a time are employed in suchindustry and it does not employ or use any steam, electricity, oil, wateror any other mechanical power :(ii)(iii)Provided further that the industries listed at serial number 1 to 38 maybe permitted the use of electric power load of maximum of 1 K.W.Industries listed in Part I and II of Appendix J may be allowed in R 2 Zoneprovided that an industry in part II uses only electricity with a maximumload of power indicated against each and as per conditions laid downtherein;Industries listed in part III of Appendix J with a maximum power load of5 K.W. may be allowed in Commercial zone, in addition to industrieslisted in part I and Part II.(2) Building use and occupancies to be according to Development plan.- Thevarious building uses and occupancies permitted in the various zones shall beas given in the Development plan.39
