The 2002 Population and Housing <strong>Census</strong> <strong>Analytical</strong> <strong>Report</strong>Housing DefinitionsBuilding - An independent, enclosed and permanent structure covered by a ro<strong>of</strong> and enclosed withexternal walls.Housing Unit – That building intended for habitation by a single household. This is irrespective <strong>of</strong> howmany households actually live in it.Dwelling - A structure or portion there<strong>of</strong> used exclusively for human habitation.Dwelling Unit – That building that is actually occupied by a single household. This is irrespective <strong>of</strong>the size <strong>of</strong> the household, building size or intended use.Detached Housing Unit - A stand alone independent residential unit intended for thehabitation <strong>of</strong> a single household.Flat - An independent residential unit, within a multi-storeyed structure, joined by a common wall andfloor/ro<strong>of</strong> and sharing certain facilities such as staircase with other similar units within the structural block.Permanent Dwelling Units – Dwelling units built with durable materials (wall, floor and ro<strong>of</strong>) that canmaintain their stability for at least 15 yearsSemi Permanent Dwelling Units – Dwelling units built with a combination <strong>of</strong> durable materials, andrequire regular maintenance.Semi-detached house - One <strong>of</strong> a pair <strong>of</strong> single-family houses joined by a common wall and forming astructural unit.Overcrowding - Occupancy <strong>of</strong> dwelling units by more persons than they were designed to accommodate to adegree that endangers health, safety and welfare <strong>of</strong> the occupants. An average size habitable room is regarded asovercrowded if occupied by more than 2 persons.Sharing Ratio – Is a measure <strong>of</strong> the occupancy density (in terms <strong>of</strong> households per housing unit) or level <strong>of</strong>overcrowding <strong>of</strong> the existing housing units.Tenement - A low-rent dwelling unit, located in a slum <strong>of</strong> informal settlement, <strong>of</strong>ten ageing and insubstandard condition, poorly maintained and overcrowded; it is commonly referred to as “Muzigo”.Tenant - An occupant <strong>of</strong> a dwelling unit with the owner’s assent, who pays rent to the owner <strong>of</strong>the unit in return for the right to occupy the dwelling unit.Temporary Dwelling Units – Dwelling units built with non-durable wall floor and ro<strong>of</strong> materials that canmaintain stability for more than 3 years. They require regular replacement. All housing units thatched withuntreated natural fibres are classified as temporary irrespective <strong>of</strong> wall and floor materials.171
