Hence, unemployment is a state <strong>of</strong> total lack <strong>of</strong>work for those persons who were without work, willing to work but did not do anythingi.e. zero hours in the last 7 days. The questions used in 2002 <strong>Census</strong> were notdetailed enough to capture the levels <strong>of</strong> underemployment and therefore thisinformation is not presented in this report.Openunemploymentwas 5 percentFor <strong>Uganda</strong> as whole, unemployment was five percent (five percent for males andfour percent for females). Among the regions, the Central region had the highestunemployment rate (7 percent) and the least rate was exhibited in the Northern andWestern regions with 3.4 percent. The high rate for Central region is partially due tothe high unemployment rate for Kampala City <strong>of</strong> 12 percent (Table A1.8). If Kampalais excluded, the rate for Central region reduces to 5.6 percent.Persons withprimaryeducation andno educationhad the lowestUnemploymentRateThe level <strong>of</strong> education has a direct relationship with the unemployment rate. Thelowest unemployment rate is seen among those with no schooling or with primaryeducation (about 4 percent) while those with post secondary education had thehighest unemployment rate (7 percent). This could be attributed to the fact thatpersons with no formal education may be willing to take on any form <strong>of</strong> employment.Amongst the population with post primary education, the unemployment rate washigher for women than men.76
