<strong>Analytical</strong> <strong>Report</strong>CHAPTER 7: ECONOMIC ACTIVITYOne <strong>of</strong> the objectives <strong>of</strong> the PEAP is the promotion <strong>of</strong> employment creation throughlabour-friendly technology and the development <strong>of</strong> a new economic order. The labourforce provides an indication <strong>of</strong> the size <strong>of</strong> the supply <strong>of</strong> labour available for theproduction <strong>of</strong> goods and services.Human capital is a prerequisite for development, hence raising its quality andproductivity is recognized as a critical factor for increasing economic growth andreducing poverty levels.The 2002 <strong>Census</strong> asked three questions relating to economic activity <strong>of</strong> individualsnamely activity status, occupation and industry. These were asked to all persons aged5 years and above. The analysis is done for persons in the national working agebracket (14 to 64 years). In addition, the MSE module collected information on nonagriculturalMicro and Small Enterprises operated by members <strong>of</strong> the household.7.1 Economic Activity FrameworkThe working age population is divided into two distinct groups; those in the labourforce (economically active) and those not in the labour force (economically inactive).The economically active population (labour force) comprises <strong>of</strong> those persons whoduring the last 7-day period prior to the census night were either employed orunemployed (but actively looking for work).67
