The 2002 Population and Housing <strong>Census</strong>6.2.3 Pupils with Special NeedsThe 2002 <strong>Census</strong> collected information on the disability status <strong>of</strong> all persons. There were about 500,000enrolled in secondary schools. Government is committed to introducing USE which isin line with the MDG target <strong>of</strong> Universal Secondary Education (USE) by 2015.There was awide sexdifferential insecondaryeducation6.3.1 Gross Enrolment RateTable 6.6 shows that the national Gross Enrolment Rate (GER) for secondary schoolwas 34 percent, with the male GER being higher at 38 percent as compared to 30percent for the females. This signifies a low participation in secondary education forboth males and females. These rates are higher than those from the 1991 <strong>Census</strong>,which gave a national figure <strong>of</strong> 17 percent. The Central region had the highest GER(44) followed by Eastern region (35) and Western region having the lowest <strong>of</strong> 2760
