The 2002 Population <strong>Census</strong> measured literacy for all persons 10years and above.77 percent <strong>of</strong> themales and 62percent <strong>of</strong> thefemales wereliterateTable 6.9 shows that the Literacy Rate for persons aged 10 years and above was 70percent. This reflected a general improvement from the rate <strong>of</strong> 54 percent observed in1991. The PEAP target is to increase literacy levels to 85 percent by 2009/10.However, wide sex disparities still exist in the literacy rates. The female and maleliteracy rates for the 2002 census were 62 percent and 77 percent respectively.The Literacy Rate among the urban population was higher at 88 percent than the ruralpopulation at 67 percent which is well below the national rate <strong>of</strong> 70 percent. There is awider difference in the literacy rates between the males and females in the ruralpopulation than in the urban population.The Central region had the highest literacy <strong>of</strong> 82 percent, while the Northern regionrecorded the lowest <strong>of</strong> 60 percent. The Eastern and Western regions recordedLiteracy rates <strong>of</strong> 63 percent and 70 percent respectively. Literacy is similar amongmales and females in the Central region.63
