<strong>Analytical</strong> <strong>Report</strong>The variation by districts is even wider ranging from 12 percent for Moroto district to94 percent for Kampala (Table A1.7). However, apart from Moroto and Nakapiripiritdistricts which recorded rates <strong>of</strong> 12 percent, in all other districts at least half <strong>of</strong> thepopulation aged 10 years and above were literate.SummaryOne in every four persons aged 15 years and above had never attended school, whilethree out <strong>of</strong> every five had left school. There were a total <strong>of</strong> 5.2 million children <strong>of</strong>primary school going age (6 -12 years) out <strong>of</strong> which 4.5 million were enrolled inprimary schools giving a NER <strong>of</strong> 86 percent. The NER for secondary education was23 percent, with wider differences between males and females.Out <strong>of</strong> all persons aged 6 years and above who were out <strong>of</strong> school, 42 percent <strong>of</strong> thefemales and 26 percent <strong>of</strong> the males did not have any formal education at all. Themajority <strong>of</strong> persons with no educaton were females.The Literacy Rate for the 2002 census was 70 percent. However; the female and maleliteracy rates were 62 percent and 77 percent respectively. The literacy rate amongthe urban population was at 88 percent compared to 67 percent for the ruralpopulation.65
