The SipAvenue Ditch.is.a storm water discharge pointfor the PJP,Landfil iiicludingthesubjèct property. The 2,200 foot lo~g ditchconveys storm water discharge from thesubject siteand from the<strong>Jersey</strong><strong>City</strong> stormsewer located at Route 1 & 9. the embankments of the ditch are steep andheavilyvegetated. The base of the ditchis filed with sentiment and debris. The ditchis, reportedly: functioning as intended.As previously reported, the sité is part of an 87 -acre Superfund siteknown as the,PJP Landfil. As such, the site was placed on the EPA's NatÍönal Priority List inDecember 1982. The site is contaminated by a variety of toxic substances andmuch of the site is covered.with landfil materiaL, To gain a better understandingof the site's environmental and geotechnical conç:itions, I have reviewed anengineering study prepared by Golder AssocIatesentitled Pre-Final (90 Percent)Remedial Design Report,~ PJP Landfil Site, <strong>Jersey</strong> <strong>City</strong>, New <strong>Jersey</strong>.The report,dated June 2004, was prepared for Waste Management of New<strong>Jersey</strong>. References'to this study appear throughout thè appraisal and the complete report is' availablefor review upon req~est, Despite the presence,of on-site contamination, the subjectproperty has been valued as if fully remedìated inaccordartce with current hiw.Additional site. detailsare summarized as follows:Zoning Designation: The subject property is currently located within, a redevelopment area e~tablished by the <strong>City</strong> ofi '. .<strong>Jersey</strong> <strong>City</strong> on Septertber 27, 2006. Prior to thedesigrtation, the subject property was located,inthe I-Industrial and WPDWaterfront PlannedDevelopment districts.
