PROVISIONS' NECESSARY TOMEET STATE AND LOCAL REQUIREMENTSA.' Land AcquisitionI. Properties to be Acquireda. Map No.1, "Proj~ct Bouridar" designates those properties that are not to beacquired. AIl other properties shall be acquireçl and cleáred and redeveloped inaccordance with the provisions of thi~ Plan in order to remove substadardconditions, remove blighting influencas, provide land for publicimprovements 'or facilties and proÝide land for redevelopment and other plan objectives.b. All redevelopment activities underten by the redevelopers shall be inaccordance with the controls of this Redevelopment Plan.2. The laws of the State of New <strong>Jersey</strong> provide that a renevelopment plan shall:a. Conformtothe general plan for the municipalityas a whole;b. ' Shall be sufflciently complete to indicate such lardacquisition, demolition andremoval of structures, redevelopment, improvements and c()nservation orrehabiltation as may be proposed to be cared out in the area of the project, ,zoning, and planing changes, if any, land uses, maximum densities, buildingrequirements, and the plan's relationship to definite local objectives respecting'appropriate land uses, improved traffc, public transporttion, public utilities,recreational and community facilties and other public improvement.c. ' In accordance with State requirements, the following statements are made:· The proposals of this Plan conform with the general plan for themunicipality;· 'This Plan provides an outlne for the development or redevelopment ofLibert Harbor and is suffciently complete to indicate such land.acquisition, demolitioIt and removal of strctures, redevelopment,improvementS as proposed, plang changes, land uses, maximumdensities, building requirements, and its relationship,to definite localobjectives respecting appropriate land uses, improved traffc, publictransportation, public utilties, community facilties, and other publicimprovements.· The proposals of this Plarnecessitate zoning changes, which shall bemade prior to land disposltionbythe <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong> in accordancewith the land use provisions and controls of this redevelopment plan.· Local plaiming objectives having a direct bearng on the project, whichhas been planed as an integrl parof the total' plang for ,the <strong>City</strong> are 'as follows: '· The effecIlation of the Redevelopment Plan wil ca out majorproposals of the current comprehensive pan, for the' <strong>City</strong> and wil comply'with local objectives ofthè <strong>City</strong>. as to appropriate land uses, improvedstreet systems, and overall, improvement to the Libert Harbor area.· The effectuation of the Redevelopment Plan wil improve the total livingconditions ofthe <strong>City</strong> through improvement ofa blighted area, removalof23
