Procedurethis Section.Prior to commencement of construction, architectural drawings, specifications site plansfor the construction and/or rehabiltation of improvements to the Area shaH be submittedby the developer to the Planning Board ofthe <strong>City</strong> of <strong>Jersey</strong> <strong>City</strong> for review and approvalso that compliance of such plans with the redevelopment objectives can be determined.Site plan review shaH be conducted by the Planning Board pursuant to NJSA 40:550-1 et.seq. Applications may be submitted for the entire project or in any number of phases.Any development, whether designated by the State ofNew <strong>Jersey</strong> or otherwise, within'private development must appear before the Planning Board for siteLibert State Park byplan review for informational purposes. 'As part of any site plan approval, the Planning Board may require a developer to furnishperformance guarantees pursuant to NJSA 40:550-53 et seq. Such performanceguarantees shaH be in favor ofthe <strong>City</strong> in a form approved by the <strong>Jersey</strong> <strong>City</strong> CorporationCounseL. The amount of any such performance guarantees shaH be determined by the <strong>City</strong>Engineer and shaH be suffcient to assure completion of on and off site improvementswithin one (1) year of final site plan approvaL.B. Adverse InfluencesNo use shall be permitted, which, when conductedunder proper and adequate conditionsand safeguards, wil produce corrosive, toxiC or noxious fumes, glare, electromagneticdisturbance, radiation, smoke, cinders, odors, obnoxious dust or waste, undue noise orvibration, or other objectionable features as to be detrimental to the public health, safety orgeneral welfare.14
