DTL Manual of TA/DA Rules17.0 General17.1 Unless otherwise specified relaxations of any nature asprovided under these rules can be approved by CMD in allcases.17.2 All claims for travelling allowance/local‐travellingexpenditure under these rules are to be preferred withrespect to the material facts as regards pay/rank existing atthe time when the journeys were undertaken.17.3 In no circumstances arrear payment/recovery will be madeeffected due to increase/decrease in pay on promotion or forany reason whatsoever subsequent to the submission ofclaims.17.4 The CMD shall be empowered to make changes inprocedure and amendments to these rules or any relaxation,which is of minor nature wherever is considered merited.17.5 In case of any doubt in regard to interpretation of any of theprovisions of these rules, the matter will be referred toDirector (HR) and the decision of CMD in this regard shallbe final.(21)
